Investor Permit
The Fiji Investor Permit is a residence permit allowing foreign nationals to live in Fiji while operating an approved business investment. Established under Section 9(2)(c) of the Immigration Act 2003 and Regulation 39 of the Immigration Regulations 2007, the program is administered by the Ministry of Immigration and requires prior approval from Investment Fiji (formerly the Fiji Islands Trade and Investment Bureau). Two tiers are available: a Three-Year Permit for investments under FJD 500,000, and a Seven-Year Permit for investors who remit at least FJD 250,000 from offshore into the local economy.
- Foreign national (all nationalities eligible) intending to invest in and operate a business in Fiji
- Obtain a Foreign Investment Registration Certificate from Investment Fiji
- Three-Year Permit: minimum FJD 50,000 invested in an Investment Fiji-approved business
- Seven-Year Permit: minimum FJD 250,000 remitted from offshore and injected into the local economy (some sources cite FJD 500,000 plus an approved business)
- Investment must come from personal funds — unsecured loans do not qualify
- Investment must be in an active business project; passive investments (bonds, bank deposits) are not eligible
- Certain activities reserved for Fiji citizens are not open to foreign investors
- Completed and signed Investor Permit Application Form (FID-005) with signed Terms and Conditions
- Certified copy of passport bio-data page
- Certified copy of latest Fijian immigration permit stamps
- Investment Fiji approval letter stating the shareholding structure
- Certified copy of Foreign Investment Registration Certificate
- Proof of funds: local company bank statement or Reserve Bank of Fiji confirmation of capital transfer
- Tax Identification Number (certified copy from Fiji Revenue & Customs Service)
- Company Registration Certificate (certified copy)
- Confirmation of share issuance from Reserve Bank of Fiji
- Police reports from country of citizenship and any country of residence for 12+ months in the last 10 years
- Medical reports conducted within 3 months of application (for applicant and all dependants)
- Company request letter detailing company profile and justification for investment
- Certified translated copies of any non-English documents by a registered translator
The Three-Year Permit is valid for 3 years and the Seven-Year Permit for 7 years. Extensions require a request letter, recent passport photographs, certified passport copy, current immigration stamp, latest local bank statement, police report (within 12 months), and medical report (within 3 months). Extensions must be lodged at least one month before expiry. The extension fee is FJD 650.05. After five years of lawful residence within the preceding ten years, holders may apply for Fijian citizenship through naturalisation.
The applicant's spouse and financially dependent children may be included. Each dependant must provide certified copies of marriage or birth certificates, a medical report (within 3 months), and a police clearance. No separate investment requirement applies to dependants. For extensions, dependants must provide the same documentation as the primary applicant.
Fiji residents are taxed on worldwide income; non-residents are taxed only on Fiji-sourced income. Tax residency is determined by domicile, place of fixed abode, and time spent in Fiji — presence for more than half the income year may trigger resident status. Resident personal income tax rates: 0% on the first FJD 30,000, rising progressively to 20% and above on higher income brackets, with a top marginal rate of 39% on income over FJD 1,000,000. Non-residents are taxed at 20% from the first dollar.
The process involves multiple agencies and is completed in stages:
- Investment Fiji approval: Apply for a Foreign Investment Registration Certificate demonstrating the nature of the investment, shareholding structure, and business plan.
- Business registration: Register with the Registrar of Companies, obtain Reserve Bank of Fiji approval for capital issuance, register with Fiji Revenue & Customs Service, and obtain a business licence from the local council.
- Immigration application: Submit the completed application form and all required documents through the IMMI HUB online portal (immihub.immigration.gov.fj) or in person at the Ministry of Immigration, 40 Robertson Road, Suva. The application fee is FJD 650.05. Standard processing time is 21 working days; payment confirmation takes 3–5 additional working days.
Upon approval, the investor must operate the approved business and maintain the investment. Workers employed by the business must be registered with the Fiji National Provident Fund. Annual reporting to Investment Fiji is required under the Investment Act 2021.
