The Economic and Climate Resilience Citizenship Program (ECRCP) is Nauru's citizenship-by-investment program, established under the Nauru Economic and Climate Resilience Citizenship Act 2024 and administered by the Nauru Program Office. Launched on 28 November 2024, the program grants full Nauruan citizenship to foreign nationals who make a qualifying non-refundable financial contribution to the Nauru Treasury Fund. It targets high-net-worth individuals seeking a second citizenship with global mobility, while generating revenue for Nauru's climate adaptation, coastal protection, renewable energy, and infrastructure projects. Nauru permits dual citizenship, so applicants may retain their existing nationality.

Duration & Renewal

Tax Implications

Nauru operates a territorial tax system and does not levy personal income tax on foreign-sourced income. There are no inheritance or gift taxes. Citizenship holders have no ongoing tax filing obligations related to foreign income.

Travel Benefits

A Nauruan passport provides visa-free or visa-on-arrival access to over 85 countries, including Hong Kong (SAR China), Singapore, and the UAE. No travel to Nauru is required at any stage of the application process. There is no residency requirement to obtain or maintain citizenship.

Application Process

All applications must be submitted through an officially licensed Agent — direct submission to the Program Office is not accepted. The process involves six steps:

  1. Initial consultation — a licensed Agent assesses eligibility and guides document preparation.
  2. Documentation — compilation and submission of required documents.
  3. Submission — the Agent submits the application to the Nauru Program Office along with required fees.
  4. Due diligence — background checks by commissioned firms, typically taking 1–2 months, covering criminal history, terrorism links, money laundering, UN Security Council sanctions, and sexual offences involving children. Each principal applicant must attend a mandatory interview (virtual or in person).
  5. Review and decision — the Program Office reviews the file, prepares a risk assessment, and makes a recommendation to the Minister; Cabinet issues the final decision.
  6. Citizenship grant — upon approval, the applicant takes an oath or affirmation of allegiance (via video link or before a notary), receives a Certificate of Citizenship, submits passport documentation, and receives the Nauruan passport.

Total processing time is approximately three to four months from submission to approval. The contribution is non-refundable regardless of the outcome.
