Carte de Séjour Pluriannuelle Talent
- Researchers: master's degree or higher plus convention d'accueil with approved institution, minimum €2,200/month gross salary
- Medical professionals: authorisation to practise under New Caledonia public health regulations
- Artistic professionals: majority of income from artistic activity, total resources at least 70% of SMIC (~€1,276/month)

The Carte de Séjour Pluriannuelle Talent (Multi-Year Talent Residence Card) is a multi-year residence permit available in New Caledonia for highly qualified foreign nationals who can contribute to the territory's economic development, research, medical services, cultural life, or international influence. Issued by the Haut-Commissariat de la République en Nouvelle-Calédonie, it is valid for up to four years and can be issued from the first admission without requiring a prior temporary card. Residence permits issued in New Caledonia are valid only within the territory and do not confer the right to reside in metropolitan France.
Applicants must qualify under one of four eligible categories:
- Researchers: Hold a master's degree or higher and have a hosting agreement (convention d'accueil) with an approved research or higher education institution. Minimum salary of €2,200 gross per month as specified in the hosting agreement.
- Medical professionals: Doctors, dentists, midwives, and pharmacists who hold authorisation to practise under New Caledonia's public health regulations.
- Artistic professionals: Demonstrate that at least 51% of income derives from artistic activities, with total resources meeting 70% of SMIC (approximately €1,276/month).
- Project carriers and direct investors: Either hold a ministry-recognised innovative economic project (with minimum €30,000 in project financing and annual resources equal to SMIC), or make a personal investment of at least €300,000 in tangible or intangible assets with a commitment to create or preserve jobs.
All applicants must also hold valid health insurance covering residence in New Caledonia and have a clean criminal record.

The card is issued for up to 4 years and is renewable. Renewal applications must be submitted 4 to 2 months before the card's expiration. After 5 years of continuous legal residence, holders may apply for a 10-year carte de résident, subject to demonstrated republican integration and French language ability (assessed via a linguistic interview).
Spouse and minor children receive a carte de séjour pluriannuelle «talent — famille» for the same duration as the principal holder, bypassing the standard family reunification procedure. The talent — famille card authorises holders to exercise any professional activity in New Caledonia. Family members must obtain their own long-stay visa specifically mentioning New Caledonia before travelling.
New Caledonia operates its own tax system, independent from metropolitan France. Residents are subject to local progressive income tax (impôt sur le revenu des personnes physiques) administered by the Direction des Services Fiscaux de la Nouvelle-Calédonie. Talent card holders must file annual tax returns locally.
The application involves two stages:
- Long-stay visa: Apply through the France-Visas portal (france-visas.gouv.fr) at the French consulate in your country of residence. The visa must explicitly mention New Caledonia as the destination — a standard French long-stay visa is not valid for entry to New Caledonia. Apply at least 3 months before the planned arrival date.
- Residence card: Within 2 months of arriving in New Caledonia, present yourself in person to the Bureau des Étrangers et de la Nationalité at the Haut-Commissariat (9 bis rue de la République, Nouméa) to request the residence card.
For researchers, the hosting institution must first obtain approval and issue the convention d'accueil. For innovative project carriers, the project must be recognised by the relevant ministry. The application fee is €225 (€25 stamp duty + €200 tax), payable via fiscal stamps.
