GIPC Automatic Expatriate Quota Permit
Ghana's GIPC Automatic Expatriate Quota Permit is the country's primary investment-based immigration pathway for foreign nationals who want to establish and operate a business. Administered jointly by the Ghana Investment Promotion Centre (GIPC) and the Ghana Immigration Service (GIS), the program allows investors who incorporate and capitalize an enterprise in Ghana to obtain work and residence permits for themselves and designated expatriate staff — bypassing the standard labour market testing requirement.
The minimum capital investment depends on the type of enterprise: USD 200,000 for joint ventures with a Ghanaian partner (who must hold at least 10% equity), USD 500,000 for wholly foreign-owned enterprises, or USD 1,000,000 for trading enterprises (which must also employ at least 20 skilled Ghanaians). Capital may be contributed as cash, capital goods, or a combination of both.
- Incorporate an enterprise with the Registrar General's Department
- Register the enterprise with GIPC within 90 days of incorporation
- Meet the minimum foreign capital investment threshold for the enterprise type
- Provide evidence of capital investment via Bank of Ghana confirmation letter (for cash) or customs documentation (for capital goods)
- No specific educational or professional qualifications required — eligibility is based on capital investment
For GIPC registration:
- Certificate of Incorporation, Certificate to Commence Business, and Business Registration Code
- Evidence of minimum capital investment (bank confirmation letter or customs documentation for capital goods)
- Company regulations/constitution
- Board resolution authorizing registration
For GIS work and residence permit:
- Cover letter from the enterprise
- Completed application form
- GIPC Registration Certificate and automatic quota confirmation letter
- Certificate of Business Registration
- Current tax clearance certificate
- Audited accounts from the previous year
- Police criminal record report from home country
- Medical report from GIS Clinic, Accra
- Two recent passport photographs (within 6 months)
- Ministry of Interior approval letter
- Passport bio-data page copy
- CV and professional/educational certificates

Residence permits may be granted for up to 4 years initially, with an 8-year maximum total. In practice, permits are typically issued for 1 year and renewed annually. GIPC registration must be renewed every two years (fees: USD 1,400 for foreign-owned enterprises, USD 700 for joint ventures, USD 2,100 for trading enterprises). GIS permit renewal requires the same documentation as the initial application, including updated tax clearance certificates and audited accounts. The renewal fee is USD 388.
Spouses and children under 18 may apply for dependant residence permits. Spouses must have been married to the principal applicant for more than 4 years. Required documents include marriage certificates, birth certificates, parental consent letters, two Ghanaian guarantors, and a support letter. Dependant permit fees are GHS 647 for Ghanaian passport holders or ECOWAS nationals, and USD 500 for other nationalities.
Permit holders may work only within the registered enterprise and in the capacity specified on the permit. Certain sectors are reserved exclusively for Ghanaian citizens, including petty trading, hawking, market stall sales, taxi and car hire services, and beauty salons or barber shops. Foreign participation in trading requires a minimum USD 1,000,000 investment and employment of at least 20 skilled Ghanaians.
Foreign investors present in Ghana for 183 days or more in any 12-month period are considered tax residents, subject to tax on worldwide income. Non-residents are taxed only on Ghana-sourced income. Resident individuals face progressive rates from 0% to 35%. Property rental income is taxed at 8% for residents and 15% for non-residents. Ghana has double taxation agreements with several countries. Both investors and their enterprises must obtain a Tax Identification Number (TIN) and maintain tax compliance.
The process involves three stages across two agencies:
- Company incorporation — Register with the Registrar General's Department to obtain a Certificate of Incorporation, Certificate to Commence Business, and Business Registration Code.
- GIPC registration — Register the enterprise with GIPC (approximately 5 working days), providing evidence of capital investment. GIPC issues a Registration Certificate and confirms the automatic expatriate quota. Premium registration available for USD 210.
- GIS permit application — Submit a paper-based application in person at GIS headquarters in Accra with all required documentation. Processing takes 4-8 weeks, or up to 12 weeks if sector regulator approval is required.
Total first-year costs range from approximately USD 4,238 to USD 7,738 depending on enterprise type, including GIPC registration (USD 3,500-7,000), quota fee (USD 350), and GIS permit fee (USD 388), plus a medical examination fee of GHS 900.
After holding a residence permit for a qualifying period, foreign nationals may apply for Indefinite Residence Status, which requires 12 consecutive months of residence immediately before the application, at least 5 years of residence within the preceding 7 years, good character, demonstrated contribution to Ghana's development, and intent to reside permanently. Indefinite residence holders may enter Ghana without a visa and work without a separate permit.
- Overstaying a work permit attracts a penalty of USD 100 per month
- All permit applications are paper-based and must be submitted in person — no online platform is currently available
- The GIS medical examination must be conducted at the GIS Clinic in Accra only
- All foreigners remaining in Ghana beyond 90 days must register with the Immigration Service
- A proposed Ghana Investment Promotion Authority Bill (2025) may modify minimum capital requirements in the future, but existing thresholds remain in force as of early 2026
