Permanent Residence Permit (Retiree)
Malawi's Permanent Residence Permit for retirees is designed for elderly foreign nationals with assured income who wish to spend their retirement in the country. Officially categorized as a permit for "people of assured income," it is issued under Section 22 of the Immigration Act at the Minister's discretion. The permit grants the right to reside in Malawi indefinitely, making it one of the few permanent residence options available to foreign nationals without a prior long-term stay in the country. Malawi's territorial tax system means that foreign pensions, rental income, and investment returns are not subject to local income tax.

The permit is permanent and does not require renewal. However, it ceases to be valid if the holder remains outside Malawi for 12 or more continuous months. The Minister may also cancel the permit if the holder fails to take up residence within 6 months of issue.
Over-aged dependants of PRP holders are eligible for their own Permanent Residence Permit. Spouses and children under 18 may be included in a temporary residence permit while the PRP application is being processed. No separate income threshold for dependants is specified.
Malawi operates a territorial (source-based) tax system. Only income accrued in or derived from Malawi is taxable, regardless of residence status. Foreign-source income including foreign pensions, rental income, and investment returns is not subject to Malawi income tax. Individuals present for 183 or more days in a tax year are considered tax residents but remain taxable only on Malawi-source income. The tax year runs from 1 April to 31 March.
Applications are submitted at Immigration Headquarters in Blantyre, Regional Immigration Offices in Lilongwe or Mzuzu, or online via the e-Permit portal. A processing fee of USD 100 is paid at the FDH Bank counter at the time of submission. The application is reviewed by immigration officers, forwarded to the immigration committee, and then submitted to the Minister of Homeland Security for a decision. Processing takes 15 to 30 days.
If approved, a prescribed permit fee of USD 10,000 must be paid within 30 days of the notification. The PRP is issued upon payment.
Foreign nationals typically enter Malawi on a Visitors/Business Visit Permit (valid for 30 days, extendable to 90 days) before applying. A Temporary Residence Permit (up to 12 months) may be obtained for continued residence while the PRP application is processed. Applications may be made from within Malawi.
- The Minister has broad discretionary authority to approve or reject applications — meeting all documentary requirements does not guarantee approval
- The term "elderly people" is not precisely defined in legislation, leaving the age threshold to the discretion of immigration authorities
- Providing materially false information, engaging in occupations without ministerial permission, or failing to take up residence within 6 months are grounds for permit cancellation
- Naturalization as a Malawi citizen requires continuous residence and is subject to separate application under the Citizenship Act
