Residence Permit Class C for Retired Persons
Tanzania's Residence Permit Class C for Retired Persons (category C-2) allows foreign nationals aged 55 and older who have retired and possess assured income to reside in Tanzania. The permit explicitly prohibits employment or business activities, and holders are exempt from the requirement to obtain a work permit from the Ministry of Labour.
Uniquely among Tanzania's residence permit categories, retired persons are permitted to apply for this permit after entering the country on a visitor visa, rather than needing to obtain it prior to arrival. No permanent residence status exists in Tanzanian immigration law, but the permit may be renewed indefinitely at the Commissioner General's discretion.
- Must be aged 55 years or older
- Must be retired with evidence of retirement benefits
- Assured income sufficient to support the applicant and any dependants (no legislated minimum amount — assessed at the Commissioner General's discretion)
- Evidence of accommodation or place of occupancy in Tanzania
- Must not engage in any employment or business activities
- Completed online application form
- Covering letter from the applicant
- Evidence of retirement benefits
- Letter of retirement from former employer
- Evidence of accommodation or place of occupancy
- Valid passport (all pages, minimum 6 months validity)
- Passport-sized photograph (digital copy)
- Surrender of any previous permit (for renewals)
- All documents must be certified
The permit is issued for a maximum of 2 years per issuance and is renewable for successive periods not exceeding 2 years each. While the total validity of a single permit cannot exceed 5 years, there is no limit on the number of renewals. Renewal is applied for online through the same e-services portal with "Replacement" issuance status, at the same fee as the initial application. Payment must be made within 60 days of approval notification, or the application is automatically deleted. A one-month grace period applies after permit expiry before presence becomes unlawful.
Spouse and children may be endorsed on the primary permit holder's residence permit upon presentation of a marriage certificate and birth certificates. A re-entry pass fee of USD 50 applies per endorsed dependant. Alternatively, dependants may apply for a separate Dependent Pass at USD 550 per person. Male children above 18 are not eligible for dependent status. Children under 18 intending to attend schools in Tanzania should apply for a separate Class C student permit.
Applications are submitted online through the Immigration Department's e-Services portal. Applicants create an account, complete the online form, and upload certified copies of all required documents. After review, applicants receive notification to pay fees within 60 days. Following payment, biometric enrollment (fingerprints and photograph) is completed at the nearest Immigration Office. The permit is issued approximately one week after enrollment.
Retired persons may apply after entering Tanzania on a visitor visa, unlike most other residence permit categories which require application prior to entry.
Fees: USD 500 for non-EAC citizens, USD 250 for East African Community citizens, USD 250 for diaspora members. Re-entry pass costs USD 50 per person.
No permanent residence status exists under Tanzanian immigration law. Naturalization requires residence in Tanzania throughout the 12 months immediately preceding the application plus at least 7 years aggregate residence during the preceding 10 years. Additional requirements include adequate knowledge of Kiswahili or English, good character, and demonstrated contribution to the national economy, science, technology, or cultural welfare. Tanzania does not recognize dual citizenship, so applicants must renounce all other citizenships.
- No specific minimum income amount is published — the sufficiency of "assured income" may vary between applications and officers
- Health insurance is not specified as a legislative requirement but is advisable
- Overstaying can result in fines of USD 600 to over USD 1,000, detention, deportation, and potential entry bans
- Permit holders must report their address to immigration authorities
- The Commissioner General retains discretion to refuse or revoke permits on grounds including character assessment, non-compliance with conditions, or risk of becoming a financial burden
- A re-entry pass (USD 50) is required for each exit and re-entry into Tanzania
