Qualified Retired Persons Incentive Program
The Qualified Retired Persons (QRP) Incentive Program grants eligible foreign nationals "Permanent Tourist" status, allowing them to reside in Belize indefinitely. Administered by the Belize Tourism Board (not the Immigration Department), the program targets retirees aged 40 and older who can demonstrate at least USD 2,000 per month in passive income from outside Belize. QRP holders enjoy significant tax exemptions on all foreign-sourced income, capital gains, and inheritance, as well as duty-free import privileges for personal effects, vehicles, boats, and light aircraft.
A 2023 amendment lowered the minimum age from 45 to 40, expanded qualifying income sources to include social security benefits, personal savings, inheritance, and reverse mortgages, and introduced a "Retire and Invest" pathway that allows QRP holders to operate a business in Belize subject to a minimum BZD 1,000,000 (approximately USD 500,000) investment and employment of at least 5 Belizean citizens.
- Minimum age of 40 years
- Citizen or permanent resident of a Commonwealth country (excluding Belize), the United States, an EU member state, select Asia-Pacific nations (including China, Japan, Taiwan), or any South American country
- Minimum monthly passive income of USD 2,000 from sources outside Belize
- Income must be in an approved foreign currency (USD, GBP, EUR, or CAD)
- Qualifying income sources: pensions, annuities, social security benefits, investment accounts, inheritance, reverse mortgages, personal savings, and retirement contribution plans
- Must pass a security clearance conducted by the Ministry of National Security
- Must not be a Belizean national
- Completed application form
- Certified birth certificates for the applicant and each dependant
- Certified marriage certificate (if applicable)
- Police record / certificate of good conduct from last place of residence (no older than 6 months)
- Certified copies of the complete valid passport, including all blank pages
- Proof of qualifying income (bank statement or financial institution letter confirming at least USD 2,000/month)
- Medical examination report including HIV test (no older than 3 months)
- Two passport-size photographs per applicant (one notarized, one unnotarized)
- Written undertaking to deposit requisite income in a Belizean bank, credit union, or licensed financial institution
- Two written character references from qualified individuals (clergy, doctors, attorneys, government officials, or justices of the peace)
QRP status is indefinite, subject to annual renewal of the QRP Resident Card at USD 25 per person. Holders must spend a minimum of 30 consecutive days per year in Belize to maintain their status. Annual bank statements proving continued compliance with income requirements must be submitted at each renewal.
Under the "Retire and Invest" pathway, the minimum annual residency requirement increases to 90 non-consecutive days.
Spouses and children under 18 (or up to age 23 if enrolled in a recognized university) may be included as dependants. Each dependant must submit all required application documents except proof of income. Each dependant pays a USD 750 program fee (which includes the Retirement Card) and USD 200 for the QRP ID card. Dependants receive their own QRP Resident Cards enabling multiple entries to Belize. No additional income requirement applies for dependants.
QRP holders are fully exempt from all taxes and duties on income received from sources outside Belize, including capital gains tax and inheritance tax. Standard QRP holders who do not use the "Retire and Invest" pathway have no local tax obligations. Participants in the "Retire and Invest" pathway are subject to regular Belizean business taxes and duties.
QRP holders are not permitted to seek or engage in gainful employment in Belize. Voluntary work and personal investments are allowed. Under the "Retire and Invest" pathway (added in 2023), QRP holders may carry on business in Belize with Belize Tourism Board approval, subject to a minimum BZD 1,000,000 investment and employment of at least 5 Belizean citizens.
QRP holders may import the following items duty-free within one year of approval:
- Personal effects and household goods
- A motor vehicle (no older than 5 years)
- A boat for personal/pleasure use
- A light aircraft (under 17,000 kg, valid Private Pilot's license required)
Duty-free items may not be sold or disposed of within Belize without paying full import duties. After disposing of a duty-free vehicle, the holder must wait three years before importing a replacement duty-free.
Applications are submitted directly to the Belize Tourism Board with all required documents and a non-refundable USD 150 application fee. The BTB coordinates with the Ministry of National Security for background and security clearance checks. Upon approval, the applicant pays the program fee (USD 1,200 for the main applicant, USD 750 per dependant) and the QRP Resident Card issuance fee (USD 200 per person). All payments must be made in US cash or US cashier's check payable to the Belize Tourism Board.
Processing takes several weeks to months from submission of a complete application.
Standard QRP status does not lead to permanent residency or citizenship. Applying for a work permit or permanent residence terminates QRP status and all associated benefits, and full import duties become payable on all items previously imported duty-free.
Under the "Retire and Invest" pathway, QRP holders who have maintained their designation for five years and met all business requirements become eligible for permanent residency.
