Permanent Residence Permit for Retirees and Pensioners

Panama's Permanent Residence Permit for Retirees and Pensioners (Jubilado o Pensionado) is one of the most established retirement residency programs in the world, granting immediate permanent residence to foreign nationals who receive a lifetime pension of at least USD 1,000 per month. Governed by Decreto Ley No. 3 of 2008 and Decreto Ejecutivo No. 320 of 2008 (Articles 200-203), the program is administered by the Servicio Nacional de Migración. The permit is indefinite and does not require renewal. Holders qualify for extensive discounts on goods and services under Ley No. 6 of 1987.

The program is open to foreign nationals of any nationality aged 18 or older who receive a lifetime (vitalicia) pension from a foreign government, international organization, or private company. The pension must pay at least USD 1,000 per month, reduced to USD 750 per month for applicants who own Panamanian real property valued at USD 100,000 or more. An additional USD 250 per month must be demonstrated for each dependant.

Acceptable pension sources include government retirement programs (such as Social Security or military pensions), international organization pensions, and private company pensions. Self-funded retirement accounts such as 401(k)s, IRAs, and privately purchased annuities do not qualify. No educational or professional qualifications are required.

The pension must be a lifetime pension paid for the remainder of the holder's life. For private company pensions, additional documentation is required: a letter from the entity administering the pension funds plus proof of the company's legal existence. Spouses may combine their individual pension incomes to meet the minimum threshold.

Government and administrative fees total approximately USD 456, covering processing cards, residency cards, multiple-entry visa, identification card, health certificate, and notary fees. Attorney fees are additional (typically USD 1,600-2,000), as legal representation is mandatory.

All applications must be filed through a licensed Panamanian immigration attorney. The applicant gathers and authenticates required documents in their home country, travels to Panama, obtains a health certificate from a Panamanian physician, and the attorney submits the complete package to the Servicio Nacional de Migración in Panama City. The applicant must be physically present in Panama when the visa is issued.

Required documents include a notarized power of attorney, passport copies, criminal background certificate (apostilled), health certificate, sworn declaration, and pension certification confirming the lifetime monthly pension amount.

A provisional processing card is issued within approximately 5 days of submission, granting legal status while the application is reviewed. The full process typically takes 3-6 months.

Holders may not obtain a work permit or engage in paid employment in Panama. They may own businesses and invest but cannot be employed locally. Panama operates a territorial tax system, meaning only Panama-sourced income is taxed. Foreign pension income is not subject to Panamanian income tax.

Holders are entitled to extensive discounts under Ley No. 6 of 1987, including 50% off entertainment and hotels (weekdays), 25% off airline tickets and restaurants, 20% off prescription medications, 25% off utility bills, and many other categories. Additionally, pensionado visa holders receive a one-time import duty exemption on household goods up to USD 10,000 and a vehicle import tax exemption every two years.

Permanent residents must not remain outside Panama continuously for more than 2 years to maintain their residency status. The permit grants a path to Panamanian citizenship through naturalization after 5 years of continuous legal residence.
