Certificate of Permanent Residence for Persons of Independent Means
The Certificate of Permanent Residence for Persons of Independent Means is the most comprehensive long-term residency option in the Cayman Islands, granting permanent residence with no expiry date to high-net-worth individuals who invest at least CI$2,000,000 (approximately US$2,440,000) in developed real estate. Governed by sections 28-32 and 51 of the Immigration (Transition) Act (2022 Revision), the program is administered by the Caymanian Status and Permanent Residency Board under WORC and is subject to an annual quota of 250 certificates set by Cabinet.
- Investment of at least CI$2,000,000 in developed real estate in the Cayman Islands (undeveloped land does not qualify)
- Sufficient financial resources to maintain the applicant and all dependants without recourse to employment
- Good character and good physical health
- Adequate health insurance for the applicant, spouse, and all dependants
- Minimum physical presence of 1 day per calendar year
- Minimum age of 18 years
- Completed R42 application form
- Certified copies of marriage, divorce, or death certificates (where applicable)
- Original police clearance certificates (valid within 6 months)
- Medical certificates (no older than 1 year)
- Proof of CI$2,000,000 investment in developed real estate
- Proof of adequate health insurance
- Evidence of sufficient financial resources
- CI$500 (approx. US$610) non-refundable application fee
- CI$100,000 (approx. US$122,000) one-time grant fee upon approval
- CI$1,000 per dependant upon grant
The certificate is permanent with no expiry date, making it unique among Cayman Islands residency options. After 5 years of residency, holders may apply for naturalisation as a British Overseas Territories Citizen (BOTC) under the British Nationality Act 1981, and subsequently for the Right to be Caymanian. The minimal physical presence requirement of just 1 day per year makes this attractive for those who divide their time across multiple jurisdictions.
Spouses and dependent children may be included in the initial application. Each dependant incurs a CI$1,000 fee upon grant. Children's permanent residence rights end at age 18 unless enrolled in full-time tertiary education. Dependants have no right to work unless the certificate is separately varied. The spouse must provide police clearance certificates and meet health requirements.
Holders have no right to work upon initial grant. The certificate may be varied to permit employment in approved occupations through a separate application to the Board, subject to annual fees equivalent to work permit costs.
The Cayman Islands levies no income tax, corporate tax, capital gains tax, inheritance tax, gift tax, or property tax. Stamp duty of 7.5% applies on real estate transactions. Government revenue comes primarily from import duties, stamp duty, and service fees.
- The annual quota of 250 certificates means applications may be competitive
- Continuous absence exceeding one year may result in revocation under section 51(1)(o) of the Act
- The 2025 Amendment Act introduced mandatory annual declarations for seven years after grant; non-compliance is an offence
- Processing time is approximately 3 to 6 months
- This is the premium Cayman residency option compared to the 25-year Residency Certificate (R41), which requires CI$1,000,000 but has a 30-day annual presence requirement and no path to citizenship
