Permanent Residence Certificate (Investment)
The Permanent Residence Certificate (PRC) through the investment route grants foreign nationals permanent residence in the Turks and Caicos Islands by making a qualifying investment in real estate, a business, or a designated public sector project. Governed by the Immigration Ordinance 2015 and Immigration Regulations 2016, the program targets high-net-worth individuals seeking permanent residence in a British Overseas Territory with no personal income tax, capital gains tax, corporate tax, or inheritance tax. The investment PRC is the fastest path to permanent residence for those with sufficient capital, offering immediate permanence without prior residence requirements.
- Home investment (with Governor's undertaking): USD 300,000 minimum on Grand Turk, Salt Cay, South Caicos, Middle Caicos, or North Caicos; USD 1,000,000 on other islands including Providenciales
- Business investment (with Governor's undertaking): USD 750,000 on outer islands; USD 1,500,000 on other islands. Business must employ at least 60% non-work-permit holders
- Public sector project: USD 1,000,000 minimum in a designated approved project (requires Cabinet approval)
- Home or business (without undertaking): USD 1,000,000 minimum with no Governor's undertaking required
- Parent of an Islander with investment: USD 250,000 in a home or business, plus 15 years continuous residence and a child with Islander status (reduced fee of USD 5,000)
- Qualifying investment meeting the threshold for the chosen route
- PRC application form with two certified passport-size photographs
- Birth certificate, passport bio page, and government-issued ID
- Two character reference letters
- Police certificate issued within 6 months
- Medical certificate issued within 6 months
- Bank documentation and evidence of financial self-sufficiency
- Route-specific documents (e.g., certificate of occupancy, property valuations, business licence, audited accounts, staff register)
- Certificate of Undertaking (USD 1,500) for routes requiring Governor's undertaking
- Investment PRC holders generally cannot engage in gainful employment, except business investors who may work in their own business
- Dependants require separate work permits to work
- Absence from TCI for 5 or more continuous years without authorization is grounds for revocation
- Parents, siblings, grandparents, adopted children from outside the islands, and stepchildren cannot be endorsed
- Dependants not disclosed at initial application cannot be endorsed later
Processing time: 8 to 10 weeks for properly completed applications
Fee: USD 25,150 (USD 25,000 PRC fee + USD 150 application fee, both non-refundable). Certificate of Undertaking fee: USD 1,500 (for applicable routes)
Applications submitted in person at Customer Service Centres on Providenciales or Grand Turk, or at Immigration offices in North and South Caicos.
PRC holders may apply for naturalization as a British Overseas Territory Citizen (BOTC) after holding the certificate for 12 months, subject to additional criteria.
