The Independent Means Residence Permit is a temporary residence permit for foreign nationals who can demonstrate financial self-sufficiency without engaging in local employment. Governed by the Immigration Ordinance (Cap. 3.02) and the Turks and Caicos Islander Status Ordinance 2015, the program targets retirees, pensioners, and financially independent individuals who wish to reside in this British Overseas Territory while living on passive income. TCI has no personal income tax, capital gains tax, or estate tax.
Requirements
- Financial statements demonstrating ability to maintain yourself and dependants without employment
- Acceptable evidence includes bank statements, pension documentation, investment portfolio statements, and proof of regular passive income
- Proof of accommodation in TCI (owned, rented, or otherwise available)
- Medical certificate issued within the preceding 6 months
- Police clearance certificate
- Letter of non-employment undertaking (declaring no intention to engage in gainful occupation)
- Two passport-size photographs (one certified)
- Covering letter with contact details
- Valid passport (bio-data page and entry stamp pages)
Restrictions
- No gainful occupation of any kind permitted in TCI, including employment, self-employment, and paid professional activity
- Persons receiving foreign salaries while residing in TCI may fall under work permit categories rather than Independent Means
- Must maintain accommodation and financial self-sufficiency throughout the permit's validity
- Extended absences may affect renewal eligibility or future permanent residence applications
Processing
Processing time: 4 to 6 weeks when all documents are properly submitted
Fee: USD 1,650 (USD 1,500 application fee + USD 150 non-refundable admin fee)
Applications are submitted in person at Ministry of Immigration and Border Services offices in Grand Turk, Providenciales, South Caicos, or North Caicos.
Path to Permanent Residence
After 10 years of continuous legal residence, holders may apply for a Permanent Residence Certificate (PRC) at a fee of USD 10,000. Proposed legislative amendments may increase this requirement from 10 to 15 years. Time spent on a temporary residence permit may not fully count toward PRC eligibility.
