The Professional Foreign Residence Permit (Permiso de Residente Permanente en Calidad de Profesional Extranjero) allows foreign nationals holding university degrees to reside and practice their profession in Panama without requiring employer sponsorship or a job offer. The program was established under Decreto Ley No. 3 of 2008 and Executive Decree No. 804 of 2012, and is administered by the Servicio Nacional de Migración. It is open to nationals of any country, targeting qualified international talent in fields not reserved by law for Panamanian nationals.

Eligibility

Applicants must hold a university degree (bachelor's, master's, or doctorate) from a recognized institution. The degree must be in a profession not restricted by Panamanian law exclusively to nationals. Approximately 49 professions are reserved for Panamanians, including medicine, law, dentistry, accounting, architecture, most branches of engineering, psychology, pharmacy, nursing, journalism, and cosmetology. There is a limited exception for engineering and architecture where foreign professionals may obtain a Certificate of Suitability if no qualified Panamanian is available.

No employer sponsorship, job offer, or minimum income is required. The applicant is not tied to a specific employer and may change employment freely within approved fields.

Degree Homologation

Before applying for the residence permit, the applicant's degree must be homologated (validated) by the University of Panama or the Technological University of Panama. For bachelor's degrees, this is a one-step equivalence process. For postgraduate degrees, a two-step process is required (equivalence followed by homologation), with an additional fee of approximately USD 500. The homologation process typically takes 3 to 9 months.

Application Process

Applications must be filed through a licensed Panamanian attorney at the Servicio Nacional de Migración. Required documents include a notarized power of attorney, passport copies, criminal background certificate (apostilled), health certificate from a Panamanian physician, the apostilled university degree, and the University of Panama homologation certificate. Government fees total USD 1,050 (USD 250 to the National Treasury plus USD 800 to the National Migration Service).

Immigration processing takes 3 to 6 months after degree homologation is complete. All foreign documents must be apostilled or authenticated by a Panamanian consul, and documents not in Spanish must be translated by a certified translator.

Path to Permanent Residence

The permit grants an initial 2-year provisional residence. After approximately 1 year and 9 months, with proof of 9 consecutive monthly social security payments and a tax good standing certificate, the holder may apply for definitive permanent residence. Permanent residents may apply for Panamanian citizenship after 5 years (3 years if married to a Panamanian or if children are born in Panama).

Tax and Employment

Panama operates a territorial tax system where only Panama-sourced income is taxed. The holder may practice their profession freely in any field not restricted to Panamanian nationals. Permanent residents must visit Panama at least once every 2 years to maintain their status.

Overstay Penalties

Foreign nationals who overstay their authorized immigration status face a fine of USD 50 per month. This fine must be settled before departing the country.
