Permanent Residence (Retirement)
Jamaica's Permanent Residence — Retirement category allows retired foreign nationals to reside in Jamaica indefinitely by demonstrating financial self-sufficiency through pensions, savings, or other passive income. The program is administered by the Passport, Immigration and Citizenship Agency (PICA), an executive agency under the Ministry of National Security. Retirement permanent residence targets foreign nationals who have retired from active employment and wish to settle in Jamaica. Uniquely, retirees do not need prior residence in Jamaica — applications can be submitted upon a visit to the island.
- Retired foreign national of any nationality
- Demonstrable financial self-sufficiency through pension, savings, property, or investment returns (no fixed minimum amount specified — assessed case by case)
- Evidence of property ownership or assets in Jamaica or overseas
- Medical certificate of good health issued in Jamaica
- Clean police record from previous country of residence (and from Jamaica, if residing on the island for 6+ months)
- Two character references who are Jamaican nationals
- No specific age, educational, or professional qualifications required
- Valid passport (minimum 6 months validity)
- Pension statements, bank account statements, or other evidence of financial means of support
- Evidence of property ownership or assets in Jamaica or overseas
- Birth certificate (translated into English if necessary)
- Marriage certificate or Decree Absolute (if applicable)
- Children's birth certificates (if applicable)
- Medical certificate of good health issued in Jamaica
- Police certificate from previous country of residence
- Police certificate from Jamaica (if residing on the island for 6+ months)
- Two identical passport-size photographs certified by a Justice of the Peace
- Letter to the CEO of PICA stating reasons for seeking permanent residence
- Letters of reference from two Jamaican nationals
- All documents must be originals
The permit is permanent. Upon approval, PICA issues a 3-month entry visa at the nearest Jamaican embassy or consulate. After arriving in Jamaica, this visa is renewed annually by PICA for 3 years. At the end of the 3-year period, a permanent residence visa is issued with no further renewal required. Permanent residents who travel outside Jamaica must obtain a multiple re-entry permit.
After 5 years of continuous residence in Jamaica, permanent residents may apply for Jamaican citizenship by naturalisation.
Spouse and minor children may apply for permanent residence under the separate "Dependent" category, which requires proving dependency on the approved permanent resident holder. Each dependant submits their own application with supporting documents and is subject to the same JMD 100,000 non-refundable fee, an interview with PICA's Investigation and Surveillance Unit, and a 3–6 month processing period.
Permanent residence does not automatically confer the right to work in Jamaica. Holders who wish to engage in gainful employment must separately obtain a work permit from the Ministry of Labour and Social Security.
Individuals residing in Jamaica are considered tax residents and are subject to income tax on worldwide income. Rates are 25% on chargeable income up to JMD 6 million per annum and 30% on income above that, after a tax-free annual threshold of JMD 1,799,376 (2026). Non-residents are taxed at 25% from the first dollar on Jamaica-sourced income only, with no tax-free threshold. Jamaica has double taxation agreements with several countries including the United States, United Kingdom, and Canada. Tax residents must file annual income tax returns with Tax Administration Jamaica.
Applications are submitted in person at PICA's head office: 25 Constant Spring Road, Kingston 10, Jamaica. The applicant writes a letter in English addressed to the Chief Executive Officer of PICA, stating the reason for seeking permanent residence, and encloses all required original documents.
- Application fee: JMD 100,000 (approximately USD 640), non-refundable, payable to PICA
- Processing time: 3 to 6 months; all applicants are interviewed by PICA's Investigation and Surveillance Unit
- Upon approval: A 3-month entry visa is obtained at the nearest Jamaican embassy or consulate
- After arrival: The temporary visa is renewed annually by PICA for 3 years, then converted to a permanent residence visa
Non-Commonwealth nationals over 16 years of age who remain in Jamaica for more than 6 months must also register as aliens with PICA at a fee of JMD 2,000.
