Short-Term Residence Permit (Property Ownership)
Georgia's Short-Term Residence Permit based on Property Ownership is a one-year renewable residence permit for foreign nationals who own non-agricultural immovable property in Georgia meeting a minimum market value threshold. The threshold is USD 100,000 equivalent in GEL (increasing to USD 150,000 from 1 March 2026). There are no income or annual turnover requirements — property ownership is the sole qualifying criterion. The permit is administered by the Public Service Development Agency under the Ministry of Justice.
Originally introduced in 2014 with a USD 35,000 threshold, the minimum has been raised to USD 100,000 in 2019 and will increase again to USD 150,000 effective 1 March 2026. Buyers who completed qualifying purchases and full payment before 1 March 2026 may still qualify at the USD 100,000 threshold.
- Ownership of non-agricultural immovable property in Georgia with a combined market value exceeding the threshold (USD 100,000 / USD 150,000 from 1 March 2026)
- Property must be formally registered in the Georgian Public Registry
- Market value must be certified by an assessor accredited by the Georgian Accreditation Centre (private or non-accredited appraisals are not accepted)
- Must be lawfully present in Georgia at the time of application
- No criminal conviction within the past 5 years; must not pose a threat to state security or public safety
- Agricultural land does not qualify
- Completed application form
- Copy of travel document (passport)
- Proof of lawful stay in Georgia
- Property extract from the Public Registry confirming ownership
- Market value assessment report from an accredited assessor confirming the property value exceeds the required threshold
- 3×4 cm photograph
- Service fee receipt
The permit is granted for 1 year and is renewable annually. There is no specified maximum renewal limit as long as property ownership and value requirements are maintained. At renewal, updated property documentation and a current market value assessment must be submitted. If the property is sold or its market value drops below the threshold, the permit may be revoked.
Note: This permit does not directly lead to permanent residence. However, holders who maintain property with a market value exceeding USD 300,000 for five years from initial permit issuance may qualify for a Residence Permit for Indefinite Stay. Citizenship requires 10 years of continuous residence and examinations in Georgian language, history, and law.
Spouse and minor children of the property owner may apply for the same short-term residence permit without owning property separately. Family member applications require: application form, copy of travel document, proof of lawful stay, copy of the principal applicant's residence permit, kinship documentation (marriage or birth certificate), a 3×4 cm photograph, and the service fee receipt.
Georgia taxes residents (those present 183+ days per calendar year) on Georgian-source income only. The flat personal income tax rate is 20%. Rental income from residential property and capital gains from residential property sales are taxed at 5%. Tax residents must file annual tax returns. There is no minimum stay requirement to maintain the residence permit itself.
- Acquire qualifying non-agricultural immovable property and register it in the Public Registry.
- Obtain a market value assessment from an assessor accredited by the Georgian Accreditation Centre.
- Submit the application in person at any Public Service Hall branch in Georgia, with all required documents and the service fee.
- The Public Service Development Agency reviews the application within 30 calendar days (20 or 10 days for expedited processing at additional cost).
- Upon approval, collect the biometric residence card within one month.
Application fees: GEL 300 (30-day processing), GEL 450 (20-day processing), GEL 600 (10-day processing). Residence card issuance: GEL 60–150 depending on urgency. Online renewals are also accepted through the Public Service Development Agency portal.
