Malaysia Tech Entrepreneur Programme (MTEP)
The Malaysia Tech Entrepreneur Programme (MTEP) is a government-backed visa initiative designed to attract foreign tech startup founders, experienced tech entrepreneurs, and tech investors to establish and grow technology-driven businesses in Malaysia. Administered by the Malaysia Digital Economy Corporation (MDEC), the programme offers two entrepreneur pass categories: a one-year Professional Visit Pass (PVP-MTE) for new tech entrepreneurs, and a five-year Residence Pass (RP-MTE) for experienced entrepreneurs with a proven track record.
New Tech Entrepreneur (PVP-MTE, 1 year): For founders or co-founders without an established business track record who have an innovative digital/tech business idea. Up to 2 co-founders per company may apply. Must operate from a certified Malaysia Digital Hub or recognized partner such as MRANTI. Renewable for one additional year upon demonstrating business milestones.
Experienced Tech Entrepreneur (RP-MTE, 5 years): For founders or co-founders with more than 2-3 years of established business track record. Provides greater flexibility including dependant sponsorship and multiple-entry travel. Renewable if programme requirements continue to be met.
- Minimum MYR 50,000 balance in personal bank account over 3 consecutive months (both categories)
- Innovative technology business idea in qualifying sectors: AI, fintech, healthtech, agritech, blockchain, and others aligned with Malaysia's digital economy
- Valid passport with minimum 6 empty pages and 18+ months validity
- Certificate of good conduct from country of residence
- Valid private health insurance covering Malaysia
- For new entrepreneurs: letter of offer or tenancy agreement from a certified Malaysia Digital Hub for 1-year tenancy
- For experienced entrepreneurs: latest 2 years of company financial records and a declaration form from a Malaysian sponsor
Applications are submitted online through MDEC's MTEP portal. The process involves five steps: (1) submit the online application with all required documents; (2) MDEC reviews the application over approximately 4 weeks; (3) new entrepreneurs may be invited to deliver a pitch presentation; (4) upon approval, the applicant has up to 6 months to enter Malaysia; (5) passport endorsement and pass issuance at the eXpats Service Centre in Cyberjaya within approximately 1 week. Processing takes 4-6 weeks from submission to approval.
The PVP-MTE is issued for 1 year and renewable for one additional year. Before renewal, the holder must have incorporated a Sdn Bhd (private limited company) in Malaysia and demonstrate business milestones achieved during the first year. The RP-MTE is issued for up to 5 years and renewable if programme requirements continue to be met.
Only RP-MTE (5-year) holders may sponsor dependants. Eligible dependants include spouses, children under 18, and disabled children of any age. Spouses of RP-MTE holders may work or start a business in Malaysia without a separate work permit. PVP-MTE (1-year) holders cannot sponsor dependants.
The business must operate in qualifying technology sectors. Non-qualifying activities that are explicitly excluded include: trading/marketplace/reselling, manufacturing, provision of telco services, consultancy, software integration, co-working space operation, and services-related activities such as design, support, outsourcing, or freelancing.
- PVP-MTE (1 year): from MYR 2,650 (~USD 600)
- RP-MTE (5 years): from MYR 5,300 (~USD 1,200)
- Non-refundable application fee of MYR 530 payable upon submission
Tax residency is determined by 183+ days of physical presence in Malaysia per calendar year. Malaysian-sourced income is taxed at progressive rates from 0% to 30%. Foreign-sourced income is generally not taxed if not remitted to Malaysia. Companies with Malaysia Digital status may qualify for outcome-based tax incentives for qualifying tech activities.
- New entrepreneurs must operate from a certified Malaysia Digital Hub during pass validity
- PVP-MTE holders must incorporate a Malaysian Sdn Bhd before renewal
- The MTEP does not provide a direct pathway to permanent residency
- Holders may only work for the company or activity named in the pass
