Investor Residency Permit

Kuwait's Investor Residency Permit enables foreign nationals who hold an investment license from the Kuwait Direct Investment Promotion Authority (KDIPA) to reside in Kuwait for up to 15 years while operating their licensed business. Established under Amiri Decree No. 114 of 2024, this permit sits at the top of Kuwait's tiered residency system — standard permits last up to 5 years, property-owner permits up to 10 years, and investor permits up to 15 years. Kuwait was the last Gulf Cooperation Council country to introduce a formal long-term investor residency track. The program allows 100% foreign ownership of Kuwaiti companies established for direct investment purposes.

The initial permit can be granted for up to 15 years, making it the longest residency option available in Kuwait. The permit is renewable provided the investor maintains a valid KDIPA license and meets all residency requirements. Unlike standard foreign residents, who lose their permits after six consecutive months outside Kuwait, KDIPA-licensed investors are explicitly exempt from this absence rule and may travel freely without risking cancellation.

Investors may sponsor a spouse, children, and other dependants, subject to a minimum monthly income of KWD 800 (~USD 2,605). Annual dependant fees are KWD 40 for spouses and children, or KWD 300 for other family members such as parents. Each dependant requires separate health insurance at KWD 100 per year. Dependant residency permits cannot exceed the duration of the sponsor's permit.

Kuwait does not levy personal income tax on individuals. KDIPA-licensed entities may receive exemption from corporate income tax for up to 10 years from actual commencement of operations, as well as full or partial customs duty exemptions. Scoring above 60% on KDIPA's evaluation grants access to one or more benefits, while scoring 85-100% unlocks all available benefits including tax exemptions, customs exemptions, land allocation, and foreign labour permissions.

The process has two stages. First, the investor obtains a KDIPA investment license through a four-step procedure: (1) submit an Application Request Form via the KDIPA Investor Service Portal selecting the investment entity type and economic activity, with initial feedback within 3 business days; (2) prepare a comprehensive business plan; (3) submit the full application with legal documents and fees, with a decision within 30 working days; (4) complete entity establishment by registering with the Ministry of Commerce and Industry. Once licensed, KDIPA issues a support letter confirming eligibility for long-term residency, and the investor applies through the Ministry of Interior's General Administration of Residency Affairs.
