Residency by Investment

Jordan's Residency by Investment program grants five-year renewable residence permits to foreign nationals who purchase real estate valued at a minimum of JOD 200,000 (approximately USD 282,000). The program operates under the Investment Environment Law and criteria set by the Council of Ministers, most recently overhauled in July 2025. It offers unrestricted entry and exit privileges, access to education and healthcare, and the right to reside with family members. In March 2025, Jordan further eased conditions by eliminating the JOD 10,000 bank deposit previously required for property-owning residents.

The residence permit is granted for 5 years and is renewable indefinitely as long as the property investment is maintained. Renewal requires review by a technical committee and final approval by the Ministry of Interior. The investor must maintain ownership of the same property or purchase a similarly valued one. The permit becomes invalid after 6 consecutive months of absence from Jordan.

The investor's spouse and children under 24 are eligible for residency under the same application. Family applications should be submitted to the Jordan Investment Commission prior to the property purchase to ensure all members can be included. Dependants receive the same 5-year residency term as the primary investor.

Jordan levies income tax on worldwide income for residents at progressive rates from 5% to 25%. Jordan has tax treaties with over 35 countries.

The investor identifies a qualifying property and submits an application to the Jordan Investment Commission (or Ministry of Investment). The property is appraised by the Department of Lands and Survey to confirm it meets the minimum threshold. After submitting the application with all required documents, security clearance and financial due diligence are conducted. Upon approval, the Ministry of Interior issues the 5-year residence permit. Processing takes approximately 30–45 days.

• The property cannot be sold, mortgaged, or otherwise disposed of during the 5-year residency period; doing so may result in cancellation of residency
• Purchases from individual sellers may not qualify — the property must come from a licensed real estate developer
• The official appraisal by the Department of Lands and Survey determines the qualifying value, not the purchase price
• This program does not automatically lead to citizenship; investors may separately apply for the Citizenship by Investment program if they meet its higher thresholds
• Holders must register with relevant local authorities as required by the Residence and Foreigners' Affairs Act
