Real Estate Investment Residency
Qatar's Real Estate Investment Residency program allows non-Qatari nationals to obtain a self-sponsored residence permit by purchasing property in designated areas. The program operates under two tiers: a temporary renewable residence permit for investments of at least QAR 730,000 (~USD 200,000), and eligibility for permanent residency for investments of at least QAR 3,650,000 (~USD 1,000,000). It is part of Qatar's National Vision 2030 strategy to attract foreign investment and diversify the economy.
- Purchase real estate in one of 25 government-designated zones
- Minimum property value of QAR 730,000 (~USD 200,000) for temporary residency
- Minimum property value of QAR 3,650,000 (~USD 1,000,000) for permanent residency eligibility
- Property must be fully owned (not leased) and registered with the Ministry of Justice
- Police clearance certificate from country of origin, attested by Qatar embassy
- Valid health insurance
- Medical fitness certificate
- Must maintain at least 90 days of physical presence per year in Qatar
The permanent residency tier additionally requires Arabic language knowledge, good moral character, and sufficient income to support the family.
Designated zones include 9 freehold areas (The Pearl-Qatar, West Bay Lagoon, Lusail, Al Khor Resort, and others) and 16 usufruct areas with rights for up to 99 years (Msheireb, Al Sadd, and others).
- Valid passport (minimum 6 months validity)
- Title deed or proof of property purchase
- Police clearance certificate (attested by Qatar embassy)
- Medical fitness certificate
- Health insurance policy
- Proof of funds
- Passport-size photographs
- For family sponsorship: legalized and Arabic-translated marriage and birth certificates
The temporary residence permit is renewable as long as the investor owns the qualifying property and meets the 90-day annual presence requirement. Renewal costs QAR 500 (~USD 137) for 1-year or 3-year periods via the Ministry of Interior portal. Permanent residency permits are granted for 5-year renewable periods. Following 2025 reforms, title deeds and residency visas are now issued within days of property registration.
Investors with temporary residence permits can sponsor a spouse and dependent children, provided they demonstrate stable income and suitable housing. Permanent residency holders' children under 18 receive free public healthcare and public school enrollment. Male children studying for a bachelor's degree continue receiving benefits up to age 25, and unmarried daughters receive continued benefits.
Qatar does not impose personal income tax on individuals. There is no capital gains tax or inheritance tax for individuals. Corporate income tax of 10% applies only to the foreign-owned share of company profits. Qatar has 84 double-taxation agreements in force.
- Select and purchase a qualifying property in one of the 25 designated areas
- Register ownership through the Ministry of Justice (online or in person at the Al Mahara building in The Pearl district or Lusail office)
- Submit property ownership documents with processing fees of approximately QAR 3,000
- Once the title deed is issued, apply for a residence permit through the Hukoomi e-government portal or Ministry of Interior portal
- Complete medical fitness testing and biometric registration at authorized facilities in Qatar
- Obtain Qatar Identity Card (QID)
A 90-day grace period applies after QID expiry before overstay fines begin. Overstay fines are QAR 200 per day, capped at QAR 12,000.
