Uzbekistan
IT Visa
Uzbekistan's IT Visa is a multiple-entry visa that allows foreign IT specialists, investors, and founders of IT Park resident companies to live and work in Uzbekistan for up to three years without a separate work permit. Introduced in April 2022, the program is administered by IT Park Uzbekistan and targets technology professionals seeking to participate in the country's growing IT sector. IT Park resident companies benefit from exemptions on all corporate taxes, social tax, customs duties, and VAT on exported services until January 2028.
The IT Visa covers three categories of applicants:
- IT Specialists — Foreign nationals with IT qualifications employed by an IT Park resident company, with at least USD 30,000 in income from IT activities over the preceding 12 months
- Investors — Individuals providing at least USD 10,000 in financing to an IT-sector legal entity through a formal agreement
- Founders — Individuals who are founders of a legal entity registered as an IT Park resident in the Unified Register of Residents
All categories require an association with a registered IT Park resident entity in Uzbekistan.
- Obtain a recommendation letter from the IT Park Directorate, which evaluates eligibility for the relevant category
- For applicants outside Uzbekistan, submit the recommendation letter and supporting documents to the Consular and Legal Department of the Ministry of Foreign Affairs
- For applicants already in Uzbekistan on a B-2, PV-2, or VTD visa, apply at regional offices of the Ministry of Internal Affairs
- Visas are typically processed within 3 business days
- Collect the visa at an Uzbek embassy, consulate, or at Tashkent International Airport
Applicants from visa-exempt countries receive an IT Park recommendation letter equivalent in lieu of a visa sticker.
- IT Park Directorate recommendation letter
- Completed visa application form
- National passport copy
- For IT specialists: proof of employment at an IT Park resident company, IT qualification documentation, and 12-month income documentation (minimum USD 30,000)
- For investors: company request, investment documentation, and agreement of at least USD 10,000
- For founders: proof of IT Park residency registration and inclusion in the Unified Register of Residents
The IT Visa is valid for up to 3 years and can be extended without leaving Uzbekistan, provided continued IT Park residency status is maintained. The visa fee is USD 160 for up to 1 year or USD 350 for the full 3-year multiple-entry visa. If the associated IT Park resident company loses its residency status, the visa may be shortened or cancelled.
Personal income tax for employees of IT Park residents is fixed at 7.5%, compared to the standard 12% rate. IT Park resident companies are exempt from all corporate taxes, social tax, customs duties, and VAT on exported services. The dividend tax rate for non-resident founders of IT Park residents was reduced to 5% from February 2025. These tax benefits remain in effect until January 2028.
IT Visa holders benefit from simplified residence procedures and are not required to register their place of residence when travelling within Uzbekistan. The IT Park provides a one-stop-shop relocation service that assists with company registration (1-3 working days), bank account opening, tax registration, and accommodation searches. Holders may also apply for a simplified residence permit procedure and can purchase property.
Spouses, parents, and children of IT Visa holders receive guest visas for the same validity period as the principal holder's visa. These guest visas can be renewed within Uzbekistan without leaving the country. Family members have access to medical and educational services on the same terms as Uzbek citizens.
