Golden Visa (Global Talent)

Indonesia's Golden Visa (Global Talent) is a long-term residence permit for highly skilled foreign nationals, enabling them to reside in Indonesia for 5 to 10 years based on their expertise. Established under Government Regulation Number 40 of 2023 and the Regulation of the Minister of Law and Human Rights Number 22 of 2023, the program targets professionals with exceptional skills in fields such as IT, science, medicine, engineering, and the arts. It was officially launched in July 2024 and is administered by the Directorate General of Immigration.

The Global Talent visa has two sub-categories:

• E33A (Government Invited): Foreign nationals who receive a formal invitation from the Indonesian government demonstrating an urgent need for their specialized expertise
• E33B (Government Collaboration): Foreign nationals who collaborate with central government or state institutions and can demonstrate special expertise through certifications in fields needed by the government, graduation from a world top-100 university with a minimum GPA of 3.5, or evidence of work with prestigious international organizations

• Valid passport with minimum 6 months validity
• Color passport photograph
• Bank statements for the last 3 months showing minimum USD 2,000
• E33A applicants: formal government invitation letter explaining the purpose and need
• E33B applicants: proof of special expertise (certifications, top-100 university diploma with 3.5+ GPA, or evidence of international organization work) plus a commitment statement to submit evidence of government collaboration within 90 days of arrival
• Must be at least 18 years old
• No specific educational requirement beyond category-specific criteria

The visa is issued for 5 years or 10 years. The total limited stay permit duration cannot exceed 10 years. Extensions may be applied for before the permit expires. After 3 consecutive years of residence, holders may apply for a Permanent Stay Permit (ITAP/KITAP). Naturalization is a separate process requiring 5+ years of continuous residence or 10+ cumulative years.

The primary applicant's spouse and children under 18 may be included as dependants. Dependants receive residence permits tied to the main applicant's Golden Visa duration and require standard documentation including copies of the primary holder's passport and KITAS, marriage or birth certificates (legalized and translated if necessary), and proof of relationship. Dependant KITAS holders cannot work in Indonesia.

• 5-year visa: IDR 13,000,000 (~USD 798)
• 10-year visa: IDR 19,500,000 (~USD 1,197)
• Additional fees for ITAS issuance (IDR 7,000,000-12,000,000), re-entry permit (IDR 3,500,000-8,000,000), and verification services (IDR 1,000,000-8,000,000)

Foreign nationals residing in Indonesia for more than 183 days within a 12-month period become domestic tax subjects and are generally taxed on worldwide income. However, foreigners with certain expertise in science, technology, and mathematics who become tax residents may be taxed only on Indonesian-sourced income for their first 4 years of tax residency, subject to qualifying conditions. Indonesia has double taxation agreements with numerous countries.

Applications are submitted entirely online through the official e-Visa portal (evisa.imigrasi.go.id):

1. Select home country and choose "Golden Visa" as the visa purpose
2. Select the Global Talent sub-category (E33A or E33B) and desired duration (5 or 10 years)
3. Create an account, complete the application, and upload required documents
4. Pay the fee via Mastercard, Visa, or JCB credit/debit card
5. Processing takes approximately 4 working days (standard)
6. Upon approval, the visa is sent via email in PDF format
7. Enter Indonesia within 90 days of issuance
8. Upon arrival, receive an electronic Limited Stay Permit (e-ITAS) and Re-Entry Permit automatically at immigration

E33B holders must submit evidence of their collaboration with the central government within 90 days of arrival. All holders must report the opening of a state-owned bank account within 90 days of entry.

Holders may conduct business and investment activities in Indonesia. Employment by Indonesian companies is not permitted without a separate work permit. Golden Visa holders are exempt from the separate work permit (Notifikasi) requirement that applies to standard KITAS holders.

The Global Talent category requires government involvement. E33A requires a formal government invitation, while E33B requires evidence of collaboration with a government or state institution. Individuals cannot apply purely on personal qualifications without a government connection. The 90-day deadline for E33B holders to submit collaboration evidence is strictly enforced. ITAS holders working in Indonesia must register for BPJS Kesehatan (National Health Insurance) and BPJS Ketenagakerjaan (employment insurance).
