Iran's Special Residence Permit for Non-Iranian Elites is a talent-based residence program that allows foreign nationals with exceptional abilities in science, technology, entrepreneurship, research, and culture to reside and work in Iran on the basis of personal merit, without requiring a local employer or capital investment. Established under the Regulation for Supporting Non-Iranian Geniuses and Elites, approved by the Cabinet of Ministers in January 2023 as proposed by the Vice Presidency for Science, Technology and Knowledge-Based Economy, the program is administered jointly by the Vice Presidency, the National Elites Foundation, and the Ministry of Interior's Commission for Organizing Foreign Nationals and Immigrants. The initiative emerged in the context of Iran's broader strategy to counter brain drain and attract international talent to its knowledge-based economy.
Applicants must be non-Iranian nationals with higher education credentials and noteworthy achievements. Eligibility is assessed using criteria from the National Elite Development Strategy, including: outstanding academic and educational records, research activities with emphasis on problem-oriented work, selection in reputable competitive events, technological and innovative activities, outstanding cultural, literary, artistic, managerial, or sports achievements aligned with national values, and endorsements from recognized scholars. Applicants must align with Islamic Republic values and national interests, which introduces a subjective element to the evaluation process.
Applications are submitted online through the i-CONNECT portal (iconnect.isti.ir), the official platform of the Vice Presidency for Science, Technology and Knowledge-Based Economy. Applicants submit their credentials, achievements, and proposed activities in Iran. The Vice Presidency's evaluation working group reviews applications in cooperation with the National Elites Foundation and relevant executive agencies. Qualified individuals are introduced to the Ministry of Interior's Commission for Organizing Foreign Nationals and Immigrants within two weeks of document completion. Upon Commission approval, the Police Headquarters (FARAJA) issues the special residence permit booklet. The Commission must issue the residence permit within a maximum of two months of approval.
Required documents include higher education credentials, evidence of research and innovation achievements, and project proposals or business plans for activities in Iran.
Foreign elites initially receive a science and technology visa allowing entry and stay in Iran for three to six months. During this initial period, eligibility for the special residence permit is evaluated based on the acceptance of their ideas and projects. Upon approval, holders transition to the full special residence permit.
Holders receive work authorization comparable to Iranian citizens. They can obtain business licenses, establish medical practices, and register companies. The permit grants access to banking services, government digital services, SIM card registration, insurance, and company establishment. Relevant agencies — including the Interior Ministry, Central Bank, Labour Ministry, health services, and communications authority — were mandated to operationalize these benefits within specified periods from regulation approval.
Holders receive all citizenship privileges except nationality itself and certain restricted positions under Article 982 of the Civil Code. Restricted positions include the Presidency, Supreme Court or Guardian Council positions, Cabinet ministries, provincial governorships, parliamentary seats, Foreign Ministry employment, judicial positions, military command roles, and intelligence/security posts. Holders also cannot vote in Iranian elections.
Permits are issued for 1, 3, or 5 years depending on the applicant's qualification level. Holders are exempt from annual residence document renewal requirements, a significant advantage over Iran's standard work permit which requires annual renewal.
The regulation primarily addresses the elite individual. Family members of special residence permit holders can access residence through the standard Iranian immigration framework for dependants of foreign nationals.
Iran's standard work permit for foreign nationals (governed by Articles 120-129 of the Labour Law) requires employer sponsorship, labor market testing to prove no qualified Iranian is available, and is limited to one-year validity with annual renewal. The investment-based residence permit requires a minimum capital deposit starting at €100,000. The Special Residence Permit for Non-Iranian Elites differs fundamentally: it requires no employer, no investment, and is based entirely on the applicant's personal qualifications and talent. The permit provides significantly more rights than a standard work permit, granting near-citizen privileges.
Iran taxes residents on worldwide income, so holders should be aware of their tax obligations during residence. The regulation was formally announced in February 2023, and by mid-2023, 114 special residence cards had been issued to international specialists and entrepreneurs under the framework. The program's eligibility criteria emphasize alignment with Islamic Republic values and national interests, which applicants should consider when preparing their applications.
