Real Estate Owner Residency

Saudi Arabia's Real Estate Owner Residency is a long-term residency product under the Premium Residency system, enabling foreign nationals who own qualifying residential property valued at a minimum of SAR 4,000,000 to reside in the Kingdom without a local sponsor. Introduced in January 2024 under Royal Decree No. M/84 as one of five new category-based Premium Residency products, the program is administered by the Premium Residency Center (PRC). It is part of Saudi Vision 2030's strategy to attract foreign investment in the real estate sector and provides holders with family residency, business rights, and freedom of travel in exchange for maintaining qualifying property ownership.

• Own residential property or registered usufruct rights in Saudi Arabia valued at a minimum of SAR 4,000,000
• Property must be fully developed, residential (house, apartment, or townhouse), and ready to occupy
• Property must be free from mortgages or liens; no future mortgages may be placed on it while it underpins the residency
• Property value must be confirmed by a valuer accredited with Taqeem (Saudi Authority for Accredited Valuers)
• A portfolio of multiple residential properties may be combined to meet the threshold
• Valid passport, clean criminal record, and medical clearance
• Valid health insurance covering Saudi Arabia
• 12 months of bank statements demonstrating financial stability

All non-Arabic documents require certified translation and attestation.

The residency remains valid for as long as the qualifying property is maintained in the holder's ownership and the annual fee of SAR 4,000 is paid. There is no maximum duration — it is renewable indefinitely. If the qualifying property is sold or otherwise disposed of, the residency is cancelled. Only residential, fully-built properties qualify; undeveloped land, off-plan units, and properties under construction do not.

The property must be residential — commercial and industrial properties are not eligible. A single high-value property or a portfolio of multiple residential properties may be used to satisfy the SAR 4,000,000 threshold. Real estate ownership in Makkah and Madinah is limited to usufruct rights of up to 99 years rather than freehold ownership; properties in border areas may also have restrictions.

Holders may work in the private sector and change employers freely. They may establish and manage businesses under the Foreign Investment Law. There is no restriction by sector or employer.

Spouse(s), children under 25, parents, children with special needs (regardless of age), and unmarried daughters over 25 may be included as dependants. Family members enjoy the same benefits as the primary holder, including visa-free entry and exit, exemption from expatriate levies, and the right to work in the private sector. If the primary holder's residency is cancelled, family members do not automatically retain their status but may apply independently if eligible.

Saudi Arabia does not levy personal income tax on individuals. Holders who have a permanent place of residence in Saudi Arabia and reside for at least 30 days in a taxable year, or who reside for 183+ days, are considered tax residents for zakat and tax purposes. VAT applies at 15%. Real estate transaction taxes and other applicable levies apply.

1. Obtain a Taqeem valuation. Commission an accredited valuer to certify the property meets the minimum SAR 4,000,000 threshold.
2. Apply via the PRC portal. Create an account at pr.gov.sa, complete the online application form, upload all required documents including the title deed and valuation report, and pay the SAR 4,000 annual fee. An eligibility checker is available before full submission.
3. Review and approval. The Premium Residency Center reviews the application. Processing typically takes approximately 30 days. Upon approval, biometric registration and identity documentation follow.

Holders and family members may enter and exit Saudi Arabia freely without requiring exit-reentry visas.
