Golden Residency Program

Oman's Golden Residency Program offers long-term residence to foreign nationals who make qualifying capital investments in the Sultanate. Originally launched in October 2021 as the Investor Residency Program and relaunched in August 2025 under its current branding, the program is administered by the Ministry of Commerce, Industry and Investment Promotion (MOCIIP) through the Invest Oman digital platform, with residence cards issued by the Royal Oman Police. It operates under two tiers: a 10-year Golden Visa requiring a minimum investment of OMR 500,000, and a 5-year Silver Visa requiring a minimum of OMR 250,000. The program supports Oman Vision 2040 and targets investors, entrepreneurs, and retirees wishing to establish long-term residence in Oman.

Seven approved investment routes are available:

• Company stake — Minimum OMR 500,000 (Golden) or OMR 250,000 (Silver) in a limited liability or public joint-stock company
• Real estate in Integrated Tourism Complexes — Minimum OMR 500,000 (Golden) or OMR 250,000 (Silver) in fully constructed, registered property
• Government development bonds — Minimum OMR 500,000 (Golden) or OMR 250,000 (Silver), with a minimum remaining maturity of 2 years
• Listed equities on Muscat Stock Exchange — Market value of OMR 500,000 (Golden) or OMR 250,000 (Silver)
• Fixed-term bank deposit — Minimum OMR 500,000 (Golden) or OMR 250,000 (Silver), held for at least 5 years
• Company employing 50+ Omani nationals — Paid-in capital above OMR 200,000; Golden tier only
• Company nomination — By nomination from an invested company; Golden tier only

Note: Off-plan real estate purchases do not qualify. Listed equity values can fluctuate below the qualifying threshold.

• Foreign national of any nationality, aged 21 or older
• No criminal record (police clearance certificate required)
• Qualifying investment through one of the approved routes at or above the tier threshold
• Valid health insurance covering Oman residency for the main applicant and all dependants
• Investment must be maintained for the full duration of the residence card

• Valid passport (minimum 6 months validity)
• Proof of qualifying investment (property title deed, business registration certificate, bond certificates, or share ownership documentation)
• Bank statements demonstrating financial capacity
• Police clearance certificate from country of origin
• Medical certificate from an approved facility
• Passport-size photographs
• Relationship certificates for family members

The Silver Visa is valid for 5 years and the Golden Visa for 10 years. Both are renewable provided the qualifying investment is maintained and all conditions continue to be met. Renewal should be initiated approximately 3 months before expiry. The Golden Residency does not lead directly to permanent residency or Omani citizenship; naturalization requires 15 years of continuous legal residence and fluency in Arabic under Royal Decree No. 17/2025.

The main applicant may sponsor first-degree family members — spouse, children, and dependent parents — with no age or number restrictions. Family members receive residence cards for the same duration as the main applicant. Additional fees of approximately OMR 50–100 per family member apply. Holders may also employ up to 3 domestic workers and issue visit visas for extended family.

Oman currently has no personal income tax. However, Royal Decree No. 56/2025 introduces a Personal Income Tax Law effective 1 January 2028, imposing a 5% tax on individuals earning over OMR 42,000 annually. Corporate income tax of 15% applies to business operations. Investors purchasing real estate outside Integrated Tourism Complexes may do so under Ministerial Decision No. 58/2022, which grants Category I (Golden) holders the right to own one additional property for residential, commercial, or industrial use, provided it is not in a restricted zone.

1. Register on the Invest Oman platform at investoman.om or the Golden Residency portal at omanresidence.gov.om
2. Select the applicable investment tier (Golden or Silver) and investment route
3. Complete the application form and upload required documents
4. Pay the applicable fee: OMR 551 for the Golden Visa or OMR 326 for the Silver Visa
5. The platform integrates services from over 22 public and private entities for streamlined processing
6. Standard processing takes 30–60 working days; fast-track is available for investments exceeding OMR 1 million

Upon approval, the investor receives a residence card for the applicable duration. The card serves as proof of lawful residence — no separate entry visa is required. Holders may remain outside Oman for up to 6 months per year without jeopardizing their residency status, and benefit from fast-track lanes at airports and border crossings.
