Uzbekistan's Golden Visa is a donation-based residence permit programme introduced by Presidential Decree No. UP-67 of 18 April 2025, effective 1 June 2025. It grants foreign citizens and stateless persons a five-year residence permit in exchange for a one-time payment of USD 250,000, with no requirement to establish a business or purchase real estate. The programme is administered by the Ministry of Internal Affairs and is aimed at attracting high-net-worth individuals through a simplified residency procedure.
Requirements

- Available to citizens of 111 designated countries (same list as the existing real estate investment route)
- Must be aged 18 or over (no upper age restriction)

Note: The detailed application procedure, required documents, and bank account details for receiving payments were to be established by a forthcoming resolution of the Cabinet of Ministers and the Ministry of Internal Affairs after the programme's effective date of 1 June 2025.
Investment Options
The Golden Visa is a single-route, payment-based programme. The USD 250,000 payment is a one-time, non-refundable donation — not an investment that must be maintained or that generates returns. This distinguishes it from the Investment Visa, which requires ongoing enterprise or real estate ownership.
Duration & Renewal
The residence permit is valid for 5 years and may be extended. Detailed renewal criteria, including documentation and conditions, are to be specified by the implementing resolution. The permit may be cancelled if the holder is absent from Uzbekistan for more than three continuous years without valid justification.
Family Members
Spouse, children, and parents of the principal applicant may be included in the programme. Each family member requires a separate payment of USD 150,000 and receives their own 5-year residence permit. Residence permit holders enjoy equal rights with Uzbek citizens in areas such as employment, property ownership, education, healthcare, and family registration.
Tax Implications
Holders who spend 183 or more days in Uzbekistan within a 12-month period become tax residents and are subject to a flat 12% personal income tax on worldwide income. Non-residents are taxed at 20% on Uzbekistan-sourced income only.
Application Process
The programme framework was established by Presidential Decree UP-67, with detailed procedures delegated to a forthcoming Cabinet of Ministers and Ministry of Internal Affairs resolution. This resolution is expected to specify: the application form, required documentation, processing timelines, designated bank account details for the payment, anti-money laundering requirements, and renewal criteria. The programme officially took effect on 1 June 2025. Applicants should contact the Ministry of Internal Affairs (Department for Migration and Citizenship) for current application guidance once the implementing resolution is published.
