Investor Visa

Mongolia's Investor Visa (Type B) allows foreign nationals who invest in a Mongolian business entity to obtain a residence permit for managing and overseeing their investment. Established under the Law of Mongolia on the Legal Status of Foreign Nationals (2010) and the Law of Mongolia on Investment (2013), the program is administered by the Immigration Agency of Mongolia. It targets foreign investors who establish or acquire stakes in Mongolian companies, granting legal residence to manage business operations. Sub-categories cover investors and shareholders (B1), executive managers or representatives (B2), and heads of representative offices (B3).

• Minimum capital investment of USD 100,000 (or MNT equivalent) in a Mongolian business entity
• The investment must represent at least 25% of the total equity in the entity
• The business must be registered as a foreign-invested entity with the Legal Entity Registration Office (LERO)
• Investment must be confirmed by the Investment and Trade Agency of Mongolia via the e-invest.mn portal
• No specific educational or professional qualifications required — eligibility is based on meeting the investment threshold
• Tax compliance in good standing

Visa application:

• Request letter from the inviting Mongolian organization
• Business registration certificate
• Passport valid for at least 180 days
• Investment authority certification (e-reference from e-invest.mn)
• Company charter and audit reports
• Tax compliance documentation for the past 3 years
• Proxy letter with work ID (if applying through an organization)
• Stamp duty receipt and completed application form

Residence permit application:

• Organization request letter
• Passport copy (valid 180+ days)
• Address verification from local soum/khoroo authority
• Tax payment documentation and social insurance records
• National Development Agency investment confirmation
• Payment receipt and completed application form
• Passport-size photo (3.5 cm × 4.5 cm)

The entry visa is a multiple-entry visa valid for 183 or 365 days, with a maximum 30-day stay per entry. Once in Mongolia, the investor applies for a residence permit, which is initially granted for up to 1 year and may be extended for up to 3 years per extension. Extension applications must be submitted at least 5 working days before permit expiration. Renewals are assessed based on employment of Mongolian citizens, tax compliance, business stability, and registration status.

After holding a residence permit, investors may apply for permanent residence. Permanent residence is subject to overall population caps (0.5% of Mongolia's population, with a single-country cap of 0.17%), and holders must not be absent more than 180 days per year.

Spouses, partners, parents, grandparents, and children under 18 may accompany the principal investor under the B1-1 dependent category. Dependent permits match the duration of the principal investor's permit. Each dependant must appear in person for biometric registration on their first application. Required documents include certified marriage, birth, or adoption certificates. Dependant application fees are 135,000₮ (standard) or 255,000₮ (expedited), plus a 7 USD residency card fee.

Foreign nationals must pay all taxes required under Mongolian law. Resident taxpayers are liable on worldwide income. Personal income tax is a flat 10%. Corporate income tax is 10% on the first MNT 6 billion and 25% above that. Mongolia has 24 double taxation treaties. Tax stabilization certificates are available for qualifying investments, covering corporate income tax, customs duty, VAT, and mineral royalty for 5–18 years, providing significant long-term tax certainty for larger investments.

The investor visa process involves two parallel tracks:

1. Business registration: Register the business entity with foreign investment through the Legal Entity Registration Office (LERO), which takes approximately 10 business days. Obtain an investor's card from the Investment and Trade Agency of Mongolia via the e-invest.mn portal.

2. Visa application: Submit the visa application to the Immigration Agency of Mongolia via the isf.mn portal or at a Mongolian diplomatic mission abroad. Processing takes 5 business days (standard) or 3 business days (expedited). Application fees: 2,500₮ standard or 5,000₮ expedited.

3. Residence permit: After entering Mongolia on the investor visa, apply for a residence permit within 21 days of arrival via the eimmigration.mn portal. First-time applicants must appear in person at the Immigration Agency for biometric registration (fingerprints and photographs). Processing takes 5 working days (standard) or 3 working days (expedited). Fees: 135,000₮ standard or 255,000₮ expedited, plus a 7 USD residency card fee.

Upon registration, foreign nationals staying 30 or more days must register with the immigration authority within 7 business days and with the local soum/khoroo household registry within 14 days. A taxpayer identification number is issued upon registration.

Investors may manage their investment in the business entity with foreign investment. They may not engage in employment activities inconsistent with their visa classification. The investor visa does not permit switching to a labor visa category. Investment must be in a registered business entity — real estate investment alone or government bonds do not qualify.
