Citizenship by Investment

Jordan's Citizenship by Investment program grants Jordanian nationality to foreign investors who make qualifying economic contributions to the country. The program was comprehensively overhauled in July 2025, replacing the previous three-category structure with eight distinct investment pathways focused on productive investment and employment creation. Passive options such as bank deposits and treasury bonds were eliminated. A maximum of 500 investors may obtain citizenship annually, and all applicants undergo security screening and financial due diligence. The Jordanian passport provides visa-free or visa-on-arrival access to over 50 countries.

1. Share purchase: Minimum JOD 1,000,000 in Jordanian company shares. No more than 20% in a single company. Shares cannot be mortgaged or disposed of for 3 years. Must be completed within 4 months of approval through licensed brokerage firms.

2. New project in Amman: Minimum paid-up capital of JOD 700,000 and creation of at least 20 jobs for Jordanian citizens.

3. New project outside Amman: Minimum paid-up capital of JOD 500,000 and creation of at least 10 jobs for Jordanian citizens.

4. Existing project share purchase: Minimum JOD 1,000,000 equity injection plus JOD 500,000 in new fixed assets. Requires a feasibility study, audited financials, creation of 20 Jordanian jobs, and a 3-year share transfer freeze.

5. Existing investments in Amman: Average investor share of at least JOD 700,000 in fixed and tangible non-current assets (calculated over 3 years of audited statements). Must maintain 20 Jordanian workers at minimum 90% monthly compliance for 3 years.

6. Existing investments outside Amman: Average investor share of at least JOD 350,000. Must maintain 10 Jordanian workers at minimum 90% monthly compliance for 3 years.

7. Specialized sectors (pharmaceutical, medical supplies, food logistics): Minimum JOD 3,000,000 investment. Employment of 20 workers in Amman or 10 outside Amman (including pharmacists). 3-year Social Security Corporation registration required.

8. Employment-based: In Amman: minimum 150 Jordanian employees registered with Social Security for at least one year. Outside Amman: minimum 100 employees. Numbers must be maintained for 2 years after citizenship is granted.

Upon initial approval, a temporary 3-year Jordanian passport is issued. After 3 years of sustained compliance with investment and employment conditions, the special committee recommends full citizenship. For new project pathways, a 4-month grace period is provided after operational launch to meet employment targets. The program framework is reviewed every 6 months.

Eligible dependants receive citizenship alongside the primary investor. Standard eligibility includes spouse, unmarried daughters (including widows and divorcees under the investor's care), unmarried sons under 24, and dependent parents. For investments exceeding JOD 2 million, extended eligibility covers unmarried sons under 30, their spouses, and their children. All family members undergo the same security clearance.

Jordanian citizens are subject to income tax on worldwide income at progressive rates from 5% to 25%. Jordan has tax treaties with over 35 countries.

Applications are submitted through the Ministry of Investment, which evaluates the investment proposal against qualifying criteria. A special committee on investors reviews applications and makes recommendations. Security clearance and financial solvency verification are conducted. Upon approval, the temporary 3-year passport is issued. Employment claims are verified through Social Security Corporation records.

• The 500-investor annual cap means applications are processed on a rolling basis
• For the share purchase pathway, diversification across at least 5 companies is required (no more than 20% per company)
• The 4-month grace period for employment targets applies only to new project establishment pathways
• This program is separate from Jordan's Residency by Investment, which grants 5-year residency through JOD 200,000 real estate purchase
