Retiree Residence Card

Oman's Retiree Residence Card allows foreign nationals who previously worked in the Sultanate to remain in Oman on a long-term basis upon retirement. Established under Royal Oman Police Decision No. 142/2021, which amended the Executive Regulation of the Foreigners Residency Law, the program is administered by the Ministry of Commerce, Industry and Investment Promotion (MOCIIP) through the Invest Oman platform, with cards issued by the Royal Oman Police. Applications opened in October 2021 and the program was relaunched in August 2025 under the expanded Golden Residency Programme. The retiree category sits within the Silver tier (5-year) of the broader program. Holders are not permitted to work locally; residence is based entirely on financial self-sufficiency through passive income.

• Foreign national of any nationality
• Aged 60 years or older
• At least 2 years of prior employment in Oman (demonstrated by work contract)
• Monthly passive income of at least OMR 4,000 from pensions, savings, investment returns, rental income, or similar sources
• Bank statement from an Omani bank covering at least 6 months showing the minimum monthly income
• Valid health insurance covering Oman residency
• Accommodation in Oman in the applicant's name (property title deed or residential lease contract)
• No criminal record (police clearance certificate required)

Note: The prior employment requirement in Oman is a significant restriction. Foreign nationals without any prior work history in Oman cannot access this pathway and must qualify through one of the investment routes under the Golden or Silver Visa instead.

• Personal bank statement from an Omani bank (minimum 6 months, showing OMR 4,000+/month)
• Property title deed or residential lease contract in the applicant's name
• Police clearance certificate
• Medical certificate from an approved facility
• Passport-size photographs
• Complete biodata form
• Documentation for family members (if applicable)

The Retiree Residence Card is valid for 5 years. It is renewable upon expiry provided the qualifying conditions remain met: age requirement, minimum monthly income, and maintained accommodation in Oman. Updated bank statements, valid health insurance, and proof of accommodation must be submitted at renewal. Renewal fees range from OMR 400–800 depending on duration. The card does not lead directly to permanent residency or citizenship; naturalization requires 15 years of continuous legal residence and fluency in Arabic under Royal Decree No. 17/2025.

Retiree residence card holders may sponsor their spouse, children, and dependent parents. Family members receive residence cards valid for the same duration as the main applicant's card. Each family member requires a valid passport, health insurance, and relevant documentation. Additional fees of approximately OMR 50–100 per family member apply.

Holders are not permitted to engage in any local employment in Oman. The residence is based solely on passive income and retirement status. Any local work activity would violate the visa conditions.

Oman currently has no personal income tax. However, Royal Decree No. 56/2025 introduces a Personal Income Tax Law effective 1 January 2028, imposing a 5% tax on individuals earning over OMR 42,000 annually (approximately USD 109,000/year). This may affect retirees whose passive income exceeds this threshold.

1. Register on the Invest Oman digital platform at investoman.om or the Golden Residency portal at omanresidence.gov.om

3. Complete the application form and upload all required documents, including proof of prior employment, bank statements, and accommodation proof
4. Pay the application fee (approximately OMR 326, plus costs for medical testing, insurance, and document attestation)
5. Applications may also be submitted in person through Royal Oman Police immigration offices
6. Processing typically takes 3–6 weeks

Applicants already in Oman on an employment-based visa may apply without leaving the country. Upon approval, the 5-year residence card serves as proof of lawful residence.
