Retirement KITAS

Indonesia's Retirement KITAS (Kartu Izin Tinggal Terbatas) is the standard retirement residence permit for foreign nationals aged 55 or older who wish to reside in the country without working. Classified under visa index E33F, the program is governed by Law Number 6 of 2011 on Immigration with implementing provisions in Regulation Number 22 of 2023, as amended in 2024. Since October 2024, immigration functions are administered by the Ministry of Immigration and Corrections (Kementerian Imigrasi dan Pemasyarakatan), which replaced the former Ministry of Law and Human Rights. The 2023 regulatory update expanded the maximum stay period to five years through annual renewals and introduced an offshore application option effective January 2024.

• Minimum age 55 years
• Monthly income of at least USD 1,500 from pension or bank account
• Bank balance of at least USD 2,000 maintained over the preceding 3 months
• Valid passport with minimum 18 months validity
• Licensed Indonesian travel/retirement agency sponsor (mandatory)
• Proof of accommodation meeting regional minimum rental values: USD 500/month in Jakarta, Bandung, and Bali; USD 300/month in other Java areas, Batam, and Medan; USD 200/month in remaining areas. Alternatively, proof of property purchase of at least USD 35,000.
• Health, life, and third-party civil liability insurance valid in Indonesia
• Commitment to employ at least 2 Indonesian domestic workers
• Written declaration of intent not to work in Indonesia
• Must not intend to engage in any employment or business activity

• Valid passport (minimum 18 months validity)
• Recent color passport photograph
• Curriculum vitae
• Proof of pension or bank statement showing minimum USD 1,500/month income
• Bank statements for preceding 3 months showing minimum USD 2,000 balance
• Guarantee letter from a licensed travel agency sponsor
• Proof of accommodation (property lease or purchase meeting regional minimums)
• Health, life, and civil liability insurance documentation
• Statement of commitment to employ at least 2 Indonesian domestic workers
• Written declaration of intent not to work in Indonesia

The visa is issued for 1 year and renewable annually for up to 5 consecutive years. Extension applications should be submitted at least 2 months before expiry through the sponsoring agency to the local immigration office. The extension fee is IDR 3,000,000 per year. After holding the Retirement KITAS continuously for 5 years, holders may apply for a KITAP (Permanent Stay Permit), valid for 5 years and renewable indefinitely.

Holders may sponsor eligible family members (spouse and children) to reside in Indonesia on dependent ITAS permits. Each dependant must provide their own documentation including passport, health insurance, and photographs. Dependant ITAS validity matches the main applicant's permit period and must be renewed concurrently.

Retirement KITAS holders who do not work or earn income from Indonesian sources may be classified as non-tax residents. Individuals present in Indonesia for 183 or more days in a 12-month period become tax residents under Indonesian tax law and are subject to tax on worldwide income. New tax residents may qualify for a 4-year exemption on foreign-sourced income under the expatriate tax facility.

Two pathways are available:

Offshore (available since January 2024):

1. Engage a licensed Indonesian travel/retirement agency
2. The sponsor submits the application through the e-Visa portal (evisa.imigrasi.go.id)
3. Upon approval and payment, an electronic VITAS is issued, valid for 90 days
4. Enter Indonesia and convert the VITAS to an ITAS at the local immigration office within 30 days, including biometric registration
5. Processing takes 5-10 working days

Onshore:

1. Enter Indonesia on an existing visa
2. The sponsor submits the KITAS application to the local immigration office
3. Processing takes 11-18 working days after payment

In both cases, the holder must register with the local neighbourhood office (RT/RW) and report to the regional police within 24 hours of settling at their accommodation. All travellers entering Indonesia must complete the "All Indonesia" digital arrival card via allindonesia.imigrasi.go.id within 3 days before arrival.

Government fees: IDR 200,000 (Director General approval) + USD 150 (VITAS issuance) + IDR 3,000,000 (1-year ITAS) + IDR 1,500,000 (multiple re-entry permit) — approximately IDR 5,700,000 + USD 150 per year in government fees. Agency service fees typically add IDR 10,000,000-14,000,000 per year.

The requirement to employ at least 2 Indonesian domestic helpers adds ongoing costs beyond the visa fees. A licensed travel/retirement agency sponsor must be engaged throughout the duration of the KITAS. Passport validity of 18 months is required, which is longer than the standard 6-month rule for most Indonesian visas. A re-entry permit must be obtained before travelling outside Indonesia; failure to hold a valid re-entry permit upon departure results in automatic cancellation of the ITAS. Overstaying incurs a fine of IDR 1,000,000 per day for up to 60 days, with overstays exceeding 60 days constituting a criminal offence.
