Unique Permit for Digital Mobile Workers
Albania's Unique Permit for Digital Mobile Workers enables foreign nationals who work remotely for employers or clients outside Albania to reside legally in the country. The program targets remote workers, freelancers, and self-employed individuals whose work is primarily conducted using information technology tools. Albania was among the first Western Balkan countries to formally legislate a dedicated digital nomad residence category. A key benefit is a 12-month exemption from tax residency classification, introduced in May 2023.

- Health insurance policy (minimum EUR 30,000 coverage)
- Clean criminal record certificate for the past 5 years (authenticated and translated)
The permit follows a 1+1+5 year format: one year for the first issuance, renewable for another year, then eligible for a five-year permit from the third year onward. Renewal applications must be submitted 60 days before the current permit expires. The renewal review takes 21 working days, and applicants must confirm continuity of residence, absence of tax debts, and a valid employment or service contract. After 5 consecutive years of legal residence, holders may apply for permanent residency. Citizenship eligibility arises after 7 years of total legal residence.
Spouse and dependent children under 18 may apply for family reunification. The main applicant must hold a residence permit valid for at least one year with renewal capability. Additional requirements include proof of adequate housing, health insurance coverage for all dependants, and sufficient financial means to support the family. The income requirement increases for each additional family member.
Digital nomad workers who work remotely in Albania are not classified as tax residents for the first 12 months, providing a full tax exemption during that period. After the exemption expires, individuals spending more than 183 days per year in Albania become tax residents. Self-employment income is taxed at 0% up to ALL 14 million annually (until 31 December 2029), 15% above that threshold, and 23% above a higher bracket. Hiring or contracting digital nomads does not create tax residency, corporate tax liability, or permanent establishment risk for foreign employers.
Applicants who require a visa first apply for a Type D long-term visa through the Albanian e-Visa portal (e-visa.al). Citizens of visa-free countries (including Schengen area, EU, US, and UK nationals) may enter Albania without a visa and stay for up to 90 days, during which they can apply directly for the Unique Permit through the e-Albania portal.
The application is fully online. After approval, applicants must submit original documentation at the Regional Directorate of Border and Migration within 30 days. A provisional permit is issued within 5 days in electronic format.
Processing time: Up to 12 weeks legally, though some applicants report decisions in 2-6 weeks.
Fee: Based on reciprocity -- the applicant pays the equivalent of what an Albanian citizen would pay for a similar visa in the applicant's country. Payment must be made online within 15 days of submission.
Holders may only work remotely for entities located outside Albania. Performing work for Albanian-based employers or clients is strictly prohibited. If the actual work performed does not match the declared activity, the residence permit will be cancelled.
Permit holders may stay outside Albania for up to 180 days, provided they notify the police in advance. Work permits expire if the holder departs Albania for more than 6 months or remains inactive for more than 3 months. There is a 15-day grace period after visa expiry before overstay penalties apply.
