Temporary Residence Permit for Pensioners

Latvia's Temporary Residence Permit for Pensioners allows retired foreign nationals from visa-free countries to reside in the country for up to five years on their pension income. Established under Section 23(1) Clause 26 of the Immigration Law, the program is administered by the Office of Citizenship and Migration Affairs (PMLP). It targets retirees aged 65 or older from approximately 90 visa-free countries, including the United States, United Kingdom, Canada, Australia, Israel, Japan, South Korea, Ukraine, and Georgia.

• Aged 65 or older (Latvia's statutory retirement age as of January 2025)
• Personal and regular pension income of at least EUR 1,101/month
• Valid health insurance covering Latvia with minimum liability of EUR 42,600, covering emergency care, hospitalization, medical transport, and repatriation
• Declared place of residence in Latvia (rental contract, property ownership, or written consent from property owner)
• No educational or professional qualifications required

• Photograph
• Pension certificate and bank statements showing regular pension income of at least EUR 1,101/month
• Valid health insurance policy meeting coverage requirements
• Proof of state duty payment
• For accompanying family members: documents certifying family relationship and notarized parental consent for minor children

The permit is issued for up to 5 years. The residence permit card must be re-registered annually, requiring an in-person visit to PMLP for updated biometrics (fingerprints and facial photograph). Re-registration applications should be submitted at least 30 days before the current registration expires. Continued compliance with pension income and health insurance requirements must be demonstrated at each renewal. A new 5-year permit may be requested before the existing one expires.

The pensioner's spouse may obtain a residence permit for the same duration regardless of whether they have reached retirement age. Minor children may accompany the pensioner with proof of family relationship (birth certificate), notarized consent from the non-travelling parent or a court custody decision, and additional subsistence of EUR 234/month per child. Adult children do not qualify as dependants and must apply under a separate category.

Holding a Latvian residence permit does not automatically create tax residency. Tax residency is triggered if the declared place of residence is in Latvia or if the holder is physically present for 183 or more days in any 12-month period. Latvia has concluded 62 double taxation avoidance agreements, which take precedence over domestic law. Pension income may remain taxable only in the country of origin depending on the applicable treaty.

Applicants submit documents to PMLP at a territorial branch in Latvia or at a Latvian diplomatic or consular representation abroad. Citizens of visa-free countries may enter Latvia without a visa for up to 90 days and submit the application directly at a PMLP branch during this stay. Processing takes 30 days standard (EUR 160), 10 working days expedited (EUR 280), or 5 working days urgent (EUR 560). Additional fees apply for residence permit card registration (EUR 75-290) and ID card issuance (EUR 45-80). Biometric data must be provided for the residence permit card.

The pensioner residence permit does not include the right to employment in Latvia. Holders may not work for Latvian employers without obtaining a separate work permit and employment-related residence permit.

After 5 years of continuous lawful temporary residence (with absences not exceeding 6 consecutive months or 10 months total), holders may apply for permanent residence (EU long-term resident status). Requirements include Latvian language proficiency at A2 level, stable income of at least the minimum wage (EUR 780/month) or a Latvian pension, continuous health insurance, and a declared place of residence in Latvia.
