Talent — Artistic and Cultural Profession

The Talent — Artistic and Cultural Profession is a multi-year residence card for foreign performing artists and authors of literary or artistic works who wish to live and work in France. Established under Article L421-20 of CESEDA, it covers actors, musicians, dancers, writers, composers, visual artists, photographers, software authors, and other creators. The card allows both salaried and self-employed artistic activity, making it one of the few talent categories permitting independent operation.

• Professional status as a performing artist or author of literary/artistic works as defined in the Code de la propriété intellectuelle
• Income of at least 70% of the gross monthly SMIC (≈€1,276/month as of January 2026)
• At least 51% of income must derive from artistic or literary activity
• For salaried artists: employment contracts with companies whose principal activity is creation/exploitation of intellectual works, with cumulative duration of at least 3 months over 12 months
• Valid passport
• No formal educational qualification required

• Card authorizes the exercise of the artistic and cultural profession that justified its issuance
• The 51% income requirement means holders cannot primarily earn income from non-artistic work
• Self-employed artists must register with URSSAF as artistes-auteurs
• Must file annual French tax returns if tax resident (183+ days)

The card is valid for up to 4 years, matching the duration of employment contracts or planned activity period. Renewal applications must be submitted 4 to 2 months before expiry via the ANEF online platform. After 5 years of continuous residence, renewal cannot be refused and the renewed card is valid for 4 years.

Spouse (18+) and minor children receive talent-famille residence cards via the simplified famille accompagnante procedure, without the standard family reunification process. The card authorizes both salaried and self-employed work. Employers of family members are exempt from the foreign worker employment tax. After 5 years, renewal cannot be refused.

Holders residing in France become French tax residents subject to income tax on worldwide income. Tax residency is determined by having one’s home or main place of stay (183+ days/year) in France, exercising principal professional activity in France, or having the centre of economic interests in France. France has tax treaties with over 120 countries to prevent double taxation.

From abroad, apply for a long-stay visa (€99) via the France-Visas portal at the French consulate. If the stay is under 12 months, a VLS-TS may be issued and must be validated online within 3 months of arrival. For stays of 12 months or more, a 3-month visa is issued and the holder must apply for the residence card via the ANEF platform within 2 months of entry. Applicants already in France submit via ANEF 4–2 months before current permit expiry.

Processing time: 2–8 weeks for visa; up to 4 months at prefecture (silence constitutes refusal)

Fees (from 1 May 2026): €99 long-stay visa + €350 residence card first issuance (€300 tax + €50 stamp duty). Renewal: €250 (€200 tax + €50 stamp duty). Family members pay the same residence card fees plus €99 visa each.

After 5 years of continuous residence on a talent card, holders may apply for a 10-year EU long-term resident card. Requirements include stable resources at SMIC level, health insurance, French language proficiency at B1 level, and republican integration. Absences must not exceed 6 consecutive months or 10 months total during the 5-year period.
