Residence Permit for Highly Qualified Activity
Portugal's Residence Permit for Highly Qualified Activity allows third-country nationals to reside in Portugal for the purpose of carrying out highly qualified professional work, either as an employee or as an independent professional under a service provision contract. The program targets highly skilled professionals including researchers, university lecturers, and specialists in fields requiring exceptional technical competence. It is the most flexible of Portugal's skilled-worker pathways, uniquely allowing independent highly qualified activity through service provision contracts without requiring a certified company or employment contract.
- Non-EU/EEA/Swiss national, at least 18 years old
- Employment contract or service provision contract for highly qualified activity in Portugal
- For employed professionals: annual salary of at least 1.5x the national average gross salary or 3x the IAS (EUR 1,611/month in 2026); reduced to 1.2x or 2x IAS (EUR 1,074/month) for shortage occupations
- For independent professionals: service provision contracts or declarations from service beneficiaries, plus sufficient means of subsistence
- Minimum ISCED Level 6 qualification (bachelor's degree), or ISCED Level 5 with at least 5 years of specialized professional experience
- For regulated professions: proof of high professional qualifications per Portuguese law
- Clean criminal record from country of nationality and any country of residence for 1+ years
- Valid travel insurance covering medical expenses and repatriation (for D3 visa stage)
For D3 visa (at consulate):
- Completed national visa application form
- Two passport-type photographs
- Valid passport (3+ months validity beyond intended stay)
- Travel insurance covering medical expenses and repatriation
- Criminal record certificate with Hague Apostille or legalization
- Proof of subsistence means
- Employment contract or service provision contract meeting salary thresholds
- Proof of professional qualifications (diplomas, certificates, or evidence of 5+ years specialized experience)
For residence permit (at AIMA):
- Valid passport and proof of legal entry
- Proof of accommodation (lease agreement, property registration, or owner declaration)
- Criminal record authorization for AIMA verification
- NIF (tax registration) and social security registration
- Employment or service provision contract
- For independent activity: service provision contracts or declarations from service beneficiaries
The initial residence permit is valid for 2 years, renewable for successive 3-year periods. Renewal requires demonstrating continued highly qualified activity via updated contracts or declarations, maintained accommodation, tax compliance, and social security registration. Renewal applications must be submitted up to 30 days before the permit's expiry. Permits expired less than 6 months may still be renewed. The D3 visa is classified as a priority visa intended for expedited processing.
Family members of highly qualified activity permit holders benefit from an exemption from the standard one-year residence requirement for family reunification and may apply immediately. Eligible dependants include spouse or civil partner, minor children, dependent adult children who are single and studying in Portugal, and dependent parents. Family members have the right to work in Portugal (both employed and self-employed) without needing separate work authorization. Each family member's permit is linked to the primary holder's duration.
Holders who become tax residents (183+ days per year or maintaining a habitual dwelling) are subject to Portuguese personal income tax (IRS) on worldwide income at progressive rates of 13% to 48%. New residents who have not been Portuguese tax residents in the preceding 5 years may apply for the IFICI tax incentive regime (successor to NHR), which offers a flat 20% rate on qualifying Portuguese-source employment and self-employment income for 10 years. Portugal has an extensive network of double taxation treaties.
The process has two stages. First, the applicant applies for a D3 residency visa at the Portuguese consulate or embassy, which is classified as a priority visa and typically processed within 30 to 60 days. The D3 visa fee is EUR 110. Once issued (valid for 4 months), the applicant enters Portugal and applies for the residence permit at AIMA, scheduling an appointment via the SIGA platform. Fees at AIMA include approximately EUR 83 for application analysis plus EUR 72 for title issuance. Applicants already legally present in Portugal may be exempt from the D3 visa requirement and can apply directly at AIMA.
The Tech Visa (also under Article 90) is specifically for workers recruited by IAPMEI-certified technology companies and ties the holder to the certified employer. The EU Blue Card is exclusively for subordinate highly qualified employment with salary thresholds of 1.5x the national average. The general highly qualified activity permit is the most flexible, as it uniquely allows independent highly qualified activity through service provision contracts without requiring a certified company.
