Start-Up Visa
The Isle of Man Start-Up Visa is a business migration route for first-time entrepreneurs seeking to establish an innovative business on the Isle of Man. It is governed by Appendix X of the Isle of Man Immigration Rules and was introduced in April 2020, replacing the former Tier 1 (Graduate Entrepreneur) category. Unlike the Innovator Visa, the Start-Up Visa requires no minimum financial investment, making it accessible to entrepreneurs without substantial capital. The Isle of Man is a self-governing British Crown Dependency within the Common Travel Area, allowing free movement between the Isle of Man, the United Kingdom, Jersey, Guernsey, and the Republic of Ireland.

- English language proficiency at CEFR B2 level
- Must not have previously held a Start-Up Visa or UK Innovator Founder/Start-Up visa

- Comprehensive business plan covering business idea, market analysis, employment structure, wages, premises, marketing strategy, and rationale for Isle of Man location
- Bank statements showing £945 held for 90 consecutive days (plus £630 per dependant)
- Proof of English language proficiency (B2 level)
- Passport photograph
The application follows a two-stage process. First, contact the Department for Enterprise to discuss the business plan and apply for a Letter of Endorsement, paying the £1,000 endorsement fee. The Department assesses the business idea against three criteria: innovation (genuine, original idea meeting market needs or creating competitive advantage), viability (applicant possesses or is actively developing the necessary skills and experience), and scalability (structured planning with potential for job creation and growth). If approved, the Letter of Endorsement is valid for 3 months.
Next, submit the visa application online through the UK Visas and Immigration (UKVI) website, pay the £363 visa application fee, and attend a biometrics appointment at a British embassy or visa application centre. Processing takes approximately 6 weeks. Priority (£220) and super priority (£800) services are available.
The Start-Up Visa grants a stay of 2 years and 4 months and cannot be renewed or extended. At the 2-year mark, holders must switch to the Innovator Visa to continue residing in the Isle of Man. The Innovator Visa then provides a path to indefinite leave to remain (ILR) after 3 additional years and eventually to British citizenship through naturalisation. When transitioning to the Innovator Visa, the £50,000 investment requirement is waived.
Spouse, civil partner, unmarried partner, and dependent children under 18 may accompany the primary applicant. Each dependant submits a separate application and pays the £363 visa application fee. Dependants require £630 in additional maintenance funds held for 90 consecutive days. Dependants are permitted to work subject to Isle of Man work permit regulations.
Holders must spend the majority of working time managing and developing the endorsed business, though other work is permitted if it does not detract from the business. The Department for Enterprise conducts update meetings at least every six months to monitor progress. The business plan must demonstrate how necessary finance will be raised to ensure viability.
In team applications, each co-founder must independently meet all endorsement criteria.
The Isle of Man has its own tax regime. Income tax is 10% on the first £6,500 of taxable income and 20% above that. There is no capital gains tax, inheritance tax, or stamp duty on real estate. Corporate tax is 0% for most businesses (10% for banking and retail, 20% for income from Isle of Man land and property).
- Visa holders must not be absent from the UK and Islands for more than 180 days in any consecutive 12-month period
- No Immigration Health Surcharge is required, unlike UK applications, saving over £3,000 per adult
- The Letter of Endorsement expires 3 months after issuance
- Former holders of a UK Start-Up visa or UK Innovator Founder visa may not be eligible
