High Value Residency Programme

Jersey's High Value Residency (HVR) programme allows ultra-high-net-worth individuals to relocate to the island under a favourable tax regime. Administered by the Department for the Economy through Locate Jersey, the programme grants "Entitled" residential status under the Control of Housing and Work (Jersey) Law 2012, providing full access to Jersey's housing and employment markets. Jersey is a British Crown Dependency within the Common Travel Area with the UK, Ireland, Guernsey, and the Isle of Man, though it is not part of the UK or the European Union. Approximately 250 high value residents currently live on the island.

• Annual worldwide income exceeding £1,250,000 (must be comfortable and sustainable, not just a one-off year)
• Personal wealth of more than £10,000,000 in assets (excluding primary residence)
• Ability to generate a minimum annual tax contribution of £250,000
• Purchase or lease of a qualifying property: minimum £3,500,000 for a house or £1,750,000 for an apartment
• Demonstrated social or economic benefit to Jersey
• No formal educational or professional qualifications required
• Non-British and non-Irish nationals must obtain UK immigration clearance (leave to remain)

• UK Disclosure and Barring Service (DBS) certificate

Entitled residential status is granted indefinitely and does not require renewal. However, non-British and non-Irish nationals must maintain and renew their UK immigration leave to remain. After 5 years of continuous residence with valid leave to remain, non-British/Irish nationals may apply for Indefinite Leave to Remain (ILR). After holding ILR for 12 months, they may apply for British citizenship by naturalisation.

Spouse and children may be included in the HVR application and receive Entitled status alongside the principal applicant. No separate financial requirements apply for dependants. Each relocating individual must provide a verified passport copy and will need their own UK immigration clearance if not British or Irish.

Jersey offers a highly favourable tax structure for HVR residents:

• 20% tax on the first £1,250,000 of worldwide income
• 1% on income exceeding £1,250,000
• Minimum annual tax contribution of £250,000 (for consents granted from 14 July 2023 onwards)
• Income from Jersey property or dividends from companies receiving Jersey property income taxed at the standard 20% rate
• No capital gains tax
• No inheritance tax
• Goods and Services Tax (GST) at 5%
• Long-Term Care contribution of up to 1.5% of taxable income
• Social Security contributions apply to those working or self-employed in Jersey

Existing HVR residents continue under their original consent terms and are not affected by the 2023 threshold increases.

Applicants must purchase or lease a high-value property as their primary residence. The minimum thresholds are £3,500,000 for a house or £1,750,000 for an apartment. Rental properties must be of equivalent saleable value. If initially renting, applicants are expected to purchase within 12 months. High value residents are typically expected to own only one primary residence in Jersey.

The HVR application is a two-track process involving both housing consent and immigration clearance:

2. Submit the full application package to Locate Jersey
3. The Housing and Work Advisory Group assesses whether granting Entitled status is in the best interests of the community
4. Revenue Jersey evaluates financial eligibility and tax contribution projections (responds within 30 days of receiving a full application)
5. Non-British/Irish nationals separately apply for UK immigration clearance through Jersey Customs and Immigration Service

Applications must be submitted by 31 October in the tax year the rules are to apply. The overall process takes approximately 2 to 4 months. Meeting the financial thresholds does not guarantee approval, as the Minister must be satisfied the applicant provides social or economic benefit. Only a limited number of consents are granted each year.

Entitled status provides full access to Jersey's housing and employment markets. There are no restrictions on employment or business activity.
