Immigration Permit for Investors

Ukraine's Immigration Permit for Investors is a permanent residence pathway for foreign nationals who invest at least USD 100,000 in the Ukrainian economy. Established under Article 4 of the Law of Ukraine "On Immigration" No. 2491-III of 7 June 2001, the program is administered by the State Migration Service of Ukraine (DMSU). Upon approval, the holder enters Ukraine on a D-01 long-stay visa and applies for a permanent residence permit granting rights equivalent to Ukrainian citizens, except the right to vote. The program is subject to annual immigration quotas set by the Cabinet of Ministers.

• Acceptable investment forms: charter capital contribution in a Ukrainian company or joint investment activity in Ukraine; real estate purchases alone do not qualify
• Clean criminal record; persons convicted of crimes with sentences exceeding 1 year or who have committed international crimes are ineligible
• Medical certificate confirming absence of chronic alcoholism, substance abuse, and listed infectious diseases
• No specific educational or professional qualifications required

The immigration permit is valid for 1 year from issuance. During this period, the holder must enter Ukraine and apply for a permanent residence permit. The permanent residence permit is valid for 10 years and may be renewed. After 5 years of continuous permanent residence, holders may apply for Ukrainian citizenship by naturalization. Since June 2025, Ukraine permits multiple citizenship, so renouncing existing citizenship is no longer required.

Spouses (married for over 2 years) and minor children of the investor may obtain immigration permits within the annual quota under Article 4(2)(6) of the Law on Immigration. Each family member submits a separate application with their own set of documents. Family members obtain their own permanent residence permits upon arrival in Ukraine.

Tax residency is determined by presence of 183 or more days in Ukraine per calendar year, permanent domicile, or centre of vital interests. Tax residents are taxed on worldwide income at 18% personal income tax plus 1.5% military tax. Non-residents are taxed only on Ukrainian-source income at the same rates. Dividends from Ukrainian companies are taxed at 5%; from foreign companies at 9%. Holders who become tax residents must obtain a Ukrainian tax identification number and file annual tax returns.

1. Make the qualifying investment — Transfer at least USD 100,000 in freely convertible currency into the Ukrainian economy via bank wire and register the investment per Cabinet of Ministers procedures.
2. Compile documents — Gather investment confirmation documents, medical certificate, criminal record certificate, and other required materials. All foreign documents must be apostilled or legalized and translated into Ukrainian by a certified translator.
3. Submit application — In person at a Ukrainian diplomatic mission or consular post (if abroad), or at a territorial body of the State Migration Service (if legally present in Ukraine). Personal appearance is required.
4. Await decision — Processing takes up to 1 year. The application is subject to the annual immigration quota.
5. Obtain D-01 visa — Upon approval, apply for a type D-01 immigration visa at the nearest Ukrainian consulate (processing: 10–30 calendar days).
6. Enter Ukraine — The D-01 visa is valid for 90 days (single entry). Within 5 business days of arrival, apply for a permanent residence permit at the territorial DMSU office.
7. Receive permanent residence permit — The permit card is issued within 15 working days. The holder must register their place of residence within 30 days of receiving the card.
