Self-Employment Residence Permit

Norway's Self-Employment Residence Permit (oppholdstillatelse for selvstendig næringsdrivende) allows non-EU/EEA nationals to reside in Norway for the purpose of establishing and operating their own business, typically as a sole proprietorship. Administered by the Norwegian Directorate of Immigration (UDI), the permit targets entrepreneurs, skilled professionals, and business founders who intend to carry on long-term independent business activity. A key distinguishing feature is the mandatory skilled worker qualifications requirement — applicants must hold vocational education of at least three years, a craft certificate, university education, or demonstrate equivalent qualifications through extensive documented work experience.

• The business activity must require the applicant's qualifications and the applicant must hold a central, independent, and leading role in the enterprise
• The enterprise must generally be a sole proprietorship (enkeltpersonforetak) registered in Norway — limited companies are not covered under this permit
• If the occupation requires statutory authorisation (e.g., healthcare, legal services), this must be obtained before or concurrent with the permit application
• Clean criminal record; identity must be verifiable
• Guaranteed accommodation meeting Norwegian housing standards

The initial permit is valid for 1 year and is renewable annually as long as eligibility conditions continue to be met. Renewal applications must be submitted before the current permit expires (at least 1 month in advance to retain the right to remain and work while the application is pending). Renewal requires auditor-confirmed accounts or tax returns demonstrating business viability; if the business operated at a loss, a profitability improvement plan must be provided.

After 3 years of continuous residence in Norway (with no more than 7 months total absence), holders may apply for permanent residence. Additional permanent residence requirements include: self-sufficiency through own income over the preceding 12 months, no financial assistance from NAV in the past year, passing an oral Norwegian language test at A2 level, passing a social studies test, and a clean criminal record.

Spouses and minor unmarried children may apply for family reunification residence permits. The sponsor must demonstrate annual pre-tax income of at least NOK 416,512 (as of February 2025). For self-employed sponsors, UDI applies a separate assessment that considers income variability across years. Family members receive the right to work in Norway. Application fees: NOK 11,900 for adults and NOK 5,950 for children under 18.

Self-employed persons operating sole proprietorships are taxed on business profits as personal income. Norway applies progressive income tax rates: 22% ordinary tax on net income plus bracket tax (trinnskatt) at rates ranging from 1.7% to 17.7% on higher income bands. National insurance contributions for self-employed persons are 10.9% of personal income (vs. 7.7% for employees). Annual tax returns must be filed by 31 May. VAT registration is required when turnover exceeds NOK 50,000 over 12 months. Norway has double taxation treaties with approximately 90 countries.

1. Submit online application via UDI's Application Portal Norway (selfservice.udi.no) and receive a personalised document checklist.
2. Appear in person at the nearest Norwegian embassy or consulate to submit supporting documents and provide biometrics (fingerprints and photograph). Applicants already holding a valid skilled worker residence permit in Norway may apply from within Norway.
3. UDI assessment: UDI directly evaluates the business plan's financial viability, using labour market statistics and business documentation. It may consult trade or professional organisations if needed.
4. Upon approval, applicants must register their sole proprietorship through the Brønnøysund Register Centre (via Altinn), obtain a Norwegian national identity number, register with the Norwegian Tax Administration, and register with NAV for national insurance.

Application fees: NOK 6,300 for adults (18+), NOK 3,150 for minors. Processing typically takes 1–4 months after all required documents and biometrics are submitted, though complex cases may take longer.

Important: Do not register a company or begin business activity before the residence permit is granted — doing so constitutes illegal work even if the company is legally registered.
