Residence Permit for Work in Culture or Arts
The Residence Permit for Work in the Field of Culture or Arts is a work-based residence permit that allows professionals in creative fields to live and work in Finland. Unlike most Finnish work permits, this program uniquely allows holders to work either in paid employment or pursue a trade or business without establishing a company, making it accessible to self-employed and freelance artists and cultural professionals. Qualifying professionals include musicians, ballet and opera performers, circus artists, and other culture/arts professionals who can demonstrate relevant experience or education.

- Minimum income of EUR 1,463/month (2026), whether employed or self-employed
- Employed applicants must also meet any applicable collective agreement salary minimums, which may be higher
- No specific degree requirement, but professional competence must be verifiable
- Professional status assessed case-by-case based on demonstrated competence
- Valid passport with colour copies of data page and all pages with notes
- Passport photo no older than 6 months
- Proof of legal stay in the country of application (first permit only)
- For employed applicants: employer must supplement the application with terms of employment
- For self-employed applicants: client contracts or explanation of income generation
- Professional qualifications evidence (work experience documentation, education certificates, portfolio)
The first residence permit is generally granted for up to 1 year. Extended permits can be granted for up to 4 years. Applications for extension should be submitted approximately 2 months before the current permit expires via Enter Finland and can only be submitted from within Finland. The same income and professional requirements must be met for renewal.
Spouses and children under 18 can apply for residence permits based on family ties, either simultaneously with the main applicant or afterwards. Migri aims to process all family applications together. Family members have separate income requirements based on household size and region of residence. Dependants holding valid Finnish residence permits have the right to work in Finland.
Residents staying in Finland for more than 6 months become tax residents subject to progressive income tax on worldwide income. State income tax rates for 2026 range from 0% (up to EUR 21,200) to 44% (above EUR 88,200), plus municipal tax of 4.70%–10.90%. Self-employed professionals must register for self-employment pension insurance (YEL) and may be liable for VAT. Finland has an extensive tax treaty network.
First permits must be submitted from abroad where the applicant legally resides:
- Fill in the application online via Enter Finland or on paper
- Pay the processing fee (EUR 530 online, EUR 630 paper)
- If employed, the employer supplements the application with employment terms; if self-employed, provide client contracts or income documentation
- Visit a Finnish mission abroad for identity verification and biometrics
- Receive a decision within approximately 1 month (up to 2 months maximum)
Upon arrival in Finland, register with the Digital and Population Data Services Agency to obtain a personal identity code.
Private health insurance is required. For stays under 2 years, coverage must include medical expenses up to EUR 120,000. For stays of 2 years or more, pharmaceutical coverage up to EUR 40,000 is required. A valid European Health Insurance Card may substitute for private insurance.
This permit allows both paid employment and self-employed work (pursuing a trade or business without establishing a company). Holders may also engage in ancillary business activities as a freelancer or light entrepreneur, provided the original permit grounds remain fulfilled. Part-time income from multiple roles can be combined to meet the EUR 1,463/month threshold.
