Self-Employment Residence Permit

The Self-Employment Residence Permit (uppehallstillstand for egen foretagare) allows non-EU/EEA citizens to reside in Sweden for the purpose of establishing and operating their own business. Governed by Chapter 5, Section 10a of the Aliens Act (Utlanningslag 2005:716) and administered by the Swedish Migration Agency (Migrationsverket), the permit targets entrepreneurs and business founders -- including sole traders, partnership owners, and limited company shareholders -- who intend to actively run a business in Sweden where goods or services are sold or produced. It does not require a minimum capital investment amount but instead focuses on the applicant's business experience, business plan credibility, and financial capacity. The permit functions as a probationary pathway: initially granted for up to two years, during which the business must demonstrate viability, after which the holder may apply for permanent residency.

• Must own and actively manage at least 51% of the business
• Significant experience in the relevant industry and prior experience running a business
• At least SEK 200,000 in accessible personal bank funds (not loans), plus additional capital for business startup costs and investments
• SEK 100,000 for an accompanying spouse or partner, and SEK 50,000 for each accompanying child
• Good knowledge of Swedish or English; very good Swedish required if the business involves extensive contact with Swedish suppliers or customers
• A credible business plan demonstrating financial viability, subject to independent financial assessment by Migrationsverket
• No specific educational degree required

The business's goods or services must be sold or produced in Sweden -- purely remote businesses serving only foreign clients may not qualify. Common business forms include sole trader (enskild firma), trading partnership (handelsbolag), and limited company (aktiebolag). After entry, the business must be registered with Bolagsverket (Swedish Companies Registration Office). Holders must also register for F-tax (F-skatt) with Skatteverket (Swedish Tax Agency), pay preliminary tax monthly, and file annual tax returns. VAT registration may be required depending on turnover and the type of business.

• Current balance sheets and profit/loss statements, plus annual accounts if the business previously operated
• Three months of recent bank statements showing at least SEK 200,000
• Purchase contracts if acquiring an existing business

First-time applicants must apply from outside Sweden at a Swedish embassy or consulate-general in their country of residence -- not all Swedish diplomatic missions handle migration cases. Applications can be submitted online via Migrationsverket's e-service or by paper form (form 125011). After submission, the applicant attends an appointment at the embassy to present their passport and provide biometrics (fingerprints and photograph). Migrationsverket then conducts a financial assessment of the business plan. Applicants who already hold a work permit, active study permit, or job-seeker permit in Sweden may apply from within the country before their current permit expires. Processing time is approximately 21 months for 75% of complete applications. The application fee is SEK 2,000 for the main applicant, SEK 1,500 per adult family member, and SEK 750 per child.

The permit is issued for one year at a time during a two-year probationary period and cannot exceed the validity of the applicant's passport. Extension applications may be submitted no earlier than 2 months before expiry and must be filed before the current permit expires to maintain the right to continue working while the application is pending. Extensions require the same documentation as the initial application plus annual business reports, tax returns, tax account statements, and 6 months of bank statements. The extension fee is SEK 2,000.

After at least 2 years on the self-employment permit with an established and viable business, holders may apply for permanent residency. The business must generate sufficient post-tax income to cover housing costs plus at least SEK 6,186 per month for living expenses (2025 figure). Applicants must demonstrate good conduct and have no outstanding debts with Kronofogden (Swedish Enforcement Authority). EU long-term residence status is possible after 5 continuous years of legal residence.

Spouses, registered partners, cohabiting partners, and unmarried children under 18 may apply simultaneously or after the main applicant receives their permit. Family processing times are substantially shorter -- approximately 2 months for complete applications. Adult family members and children aged 16 and over receive work permits alongside their residence permits, allowing employment with any employer. If the main applicant applies for permanent residency, family members must have held their permits for at least 3 years and demonstrate self-sufficiency to also receive permanent status.

• The acceptance rate for self-employment permits is low (approximately 7% in 2025), and processing takes significantly longer than employee work permits
• The requirement for significant industry and business experience can be a barrier for first-time entrepreneurs
• Minority shareholders who own less than 51% of the business do not qualify
• The holder may only work in their own business; the permit does not authorize employment with other companies
• Holders who stay for at least one year should register for population registration (folkbokforing) with Skatteverket to receive a personal identity number (personnummer) and access public healthcare
• Extended absences from Sweden may affect the assessment of whether the business is genuinely operated in the country
• Sweden has announced stricter labour immigration regulations effective June 2026, though specific changes to self-employment permit requirements have not been confirmed
