Residence Permit for Highly Qualified Persons

The Residence Permit for Highly Qualified Persons is a Swedish temporary residence permit that allows non-EU/EEA nationals holding a second-cycle university degree to enter Sweden for up to nine months to look for employment or investigate the possibilities of starting a business. Established under Chapter 5, Section 9 of the Aliens Act (Utlanningslagen, SFS 2005:716) through Government Bill 2021/22:134 and in force since 1 June 2022, the programme is administered by the Swedish Migration Agency (Migrationsverket). It targets highly educated professionals -- researchers, engineers, specialists, and other qualified individuals -- who wish to explore the Swedish labour market or entrepreneurial opportunities without first needing a job offer or employer sponsor. The permit sits within Sweden's broader work permit framework alongside standard work permits, the EU Blue Card, and the self-employment residence permit. If the holder secures employment or decides to start a business during the permit period, they may apply for the corresponding work or self-employment permit from within Sweden without needing to leave the country.
Applicants must be non-EU/EEA citizens who have completed studies corresponding to a second-cycle qualification: a 60-credit or 120-credit Master's degree, a professional degree worth 60 to 330 credits, or a postgraduate/doctoral-level degree. The degree must be verifiable by the Swedish Council for Higher Education (Universitets- och hogskoleradet, UHR), and applicants must sign a mandatory power of attorney authorising UHR to verify their study documents. Applicants must be at least 18 years old to use the online e-service. There is no upper age limit.
There is no income threshold. Instead, applicants must demonstrate bank savings of at least SEK 13,000 for each month of the permit period (approximately SEK 117,000 for a 9-month permit), plus sufficient funds for return travel to their home country. This is proven through bank statements, and the funds must be available at the time of application.
- Passport copies (clearly readable, all pages with stamps, visas, and notes)
- Degree certificate (digital copy)
- Course list or transcript of subjects studied
- Bank statements proving funds of SEK 13,000 per month plus return travel costs
- Comprehensive health insurance documentation covering urgent and routine medical care, hospitalisation, emergency dental treatment, and medical repatriation
- Signed power of attorney authorising UHR to verify study documents
- Certified translations accompanied by copies of the originals for documents not in Swedish or English
Applications are submitted online through Migrationsverket's e-service or via paper form (form 265511) at a Swedish embassy or consulate-general in the applicant's country of residence. The applicant must be located outside Sweden when applying and must have received the permit before entering the country. An in-person visit to the embassy is required to present the passport and provide biometrics (fingerprints and photograph). The Swedish Migration Agency reviews the application and communicates its decision via email or letter. Processing time is approximately 9 months for 75% of decided cases. The application fee is SEK 2,200.
The permit is granted for a maximum of 9 months (never exceeding the validity of the applicant's passport) and cannot be extended or renewed -- it is a one-time permit with no provision for repeat applications. Importantly, it does not grant the right to work; holders who begin working without first obtaining a separate work permit risk deportation and future entry bans. The permit also does not confer Schengen travel rights beyond its scope. Holders may travel in and out of Sweden during the permit's validity.
The permit does not grant the right to bring family members. Dependants cannot accompany the holder on this permit type. However, if the holder transitions to a work permit or self-employment permit during or after the permit period, family members may then apply for residence permits under the new permit category.
The permit itself does not lead to permanent residency. However, if the holder transitions to a work permit during the permit period, permanent residency may be granted after four years of employment within a seven-year period.
- Holders must maintain valid comprehensive health insurance throughout the entire permit period
- For stays under one year, population registration with the Swedish Tax Agency (Skatteverket) is generally not required; however, holders residing in Sweden for more than 183 days may be considered tax residents
- The permit was introduced on 1 June 2022 as part of broader reforms to Swedish labour immigration policy that simultaneously tightened requirements for standard work permits
- The permit is distinct from the standard work permit (requires a job offer), the EU Blue Card (requires highly qualified employment with a minimum salary of approximately SEK 52,000 per month), and the self-employment residence permit (requires business ownership and SEK 200,000 in funds)
- Processing times are long, so applicants should plan well in advance
- The degree verification process through UHR may add additional time if the educational institution is slow to respond
- Overstaying the permit can result in deportation and re-entry bans
