Talent Temporary Residence Permit

Serbia's Talent Temporary Residence Permit enables foreign nationals with a professionally recognized higher education diploma to reside and work in Serbia. Created by a 2020 government decree under the Law on Foreigners, this is one of Europe's most accessible talent-based residence pathways. Unlike many talent visa programs, Serbia does not require exceptional achievements, awards, or high salary thresholds -- only a university-level diploma recognized by the Serbian authorities.

• Higher education diploma (bachelor's degree or above) from any field of study and any university worldwide
• Professional recognition of the diploma by the ENIC/NARIC Centre of the Qualifications Agency of the Republic of Serbia
• Valid health insurance covering the stay in Serbia
• Proof of accommodation (landlord's statement or tenancy agreement)
• Proof of sufficient means of subsistence
• No age restrictions

• Valid passport or travel document with at least 3 months validity beyond the requested permit period
• Passport photograph (35x45mm, colour, full face)
• Decision on professional recognition of the higher education diploma from the ENIC/NARIC Centre
• Proof of health insurance valid in Serbia
• Proof of accommodation
• Proof of payment of administrative fee (approximately RSD 23,120)

The initial talent permit is granted for 1 year. To remain in Serbia beyond the first year, the holder must transition to a different basis -- typically by securing an employment contract or registering a business. After the change of basis, permits can be extended for up to 3 years under the 2023 amendments to the Law on Foreigners.

Spouse, common-law partners, and children may apply for temporary residence through family reunification. Each family member submits a separate application with their own passport, photographs, health insurance, and proof of the family relationship. Common-law partners need additional documentation including declarations from both partners and certified witness statements.

Serbia applies a flat 10% tax on salary and self-employment income. Tax residency applies to individuals present 183+ days in a 12-month period, triggering worldwide income taxation. Newly settled taxpayers may qualify for a 70% reduction of the tax base and mandatory social security contributions for 5 years. Serbia has double taxation treaties with numerous countries.

The process involves two main stages:

Stage 1: Diploma Recognition

1. Submit your original diploma, certified Serbian translation (by a court-appointed translator), and administrative fee to the ENIC/NARIC Centre
2. An apostille or consular legalization may be required depending on the issuing country
3. Processing takes up to 90 days
4. Only final diplomas from higher education institutions are accepted; professional certificates and training qualifications do not qualify

Stage 2: Residence Application

1. If required, obtain a long-stay Visa D from a Serbian embassy
2. Enter Serbia and register your address with police within 24 hours
3. Submit the residence application via the Welcome to Serbia portal or in person at the police directorate
4. Upon approval, attend a biometric data collection appointment
5. Receive the biometric residence permit card

Processing takes approximately 30 days, with the biometric card issued within 7 days after providing biometric data.

• The talent status is strictly for 1 year and cannot be directly extended in the same category
• All foreign documents must have certified translations by court-sworn translators
• The talent permit grants the right to work in any field corresponding to the holder's recognized qualifications without additional permits
• Citizens of visa-exempt countries can enter Serbia, begin diploma recognition, and apply for residence during a 90-day visa-free stay

After 3 consecutive years of temporary residence (including time on a changed basis), holders may apply for permanent residence. Absences must not exceed 10 months total or 6 months continuously during this period.
